Income Support Law and Regulations Amendment (Jersey) Commencement Order 2024. Minister for Social Security.
This Order brings the Income Support Law and Regulations (Jersey) Amendment Regulations 2024 (the “Amendment Regulations”) into force on 1 August 2024. The Amendment Regulations amend the Income Support (Jersey) Law 2007 and the Income Support (Jersey) Regulations 2007 to add a special component of income support called an “ancillary home care costs component”. The Amendment Regulations were adopted by the States Assembly on 11 June 2024 (P.25/2024).
The Order was made on 24 July 2024 and came into force on the same day.
Employment and Discrimination Tribunal (Members’ Remuneration) (Jersey) Order 2024. Minister for Social Security.
This Order increases the rates of remuneration of members of the Jersey Employment and Discrimination Tribunal. The rates were last set in 2009. The daily rate for the Chairman increases from £736 to £800, for a Deputy Chairman from £552 to £800 and for a Lay Member from £97 to £300.
The Order was made on 24 July 2024 and came into force on 25 July 2024.
Road Traffic (No. 65) Regulations (Jersey) Commencement Order 2024. Minister for Infrastructure.
This Order commences the Road Traffic (No. 65) (Jersey) Regulations 2021 on 5 October 2024.
The Road Traffic (No. 65) (Jersey) Regulations 2021 amend the Road Traffic (Jersey) Law 1956 in respect of driving licences.
The Order was made on 31 July 2024 and came into force on the same day.
Motor Vehicles (Driving Licences) (Jersey) Amendment Order 2024. Minister for Infrastructure.
This Order amends the Motor Vehicles (Driving Licences) (Jersey) Order 2003 (“the 2003 Order”) to implement changes to the Road Traffic (Jersey) Law 1956 made by the Road Traffic (No. 65) (Jersey) Regulations 2021.
Article 2 inserts the definitions of “prescribed requirement” and “prescribed category of vehicle” into Article 1 of the 2003 Order. It also defines a “Group 1 licence” and “Group 2 licence” as licences to drive specified categories of vehicle. A Group 1 licence authorises the driving of passenger cars with up to 8 passenger seats, goods vehicles weighing up to 3.5 tonnes and motorcycles. A Group 2 licence authorises the driving of buses and coaches, including minibuses and goods vehicles that exceed 3.5 tonnes. Article 3 substitutes Article 2 of the 2003 Order to prescribe the manner of applying for a licence. It also prescribes the period of 3 months before the expiry of the current licence as the period within which an application for renewal of a driving licence must be made.
Article 4 amends Article 4 of the 2003 Order in relation to categories of vehicle, medical conditions and the manner of applying for a licence.
Article 5 inserts a cross-reference into Article 7 of the 2003 Order.
Article 6 substitutes Article 9 of the 2003 Order to prescribe additional categories of vehicle that are authorised by a Group 2 licence.
Article 7 replaces the existing Articles 25 to 30 of the 2003 Order. The new Articles 25 to 30B prescribe the medical conditions that must be declared by an applicant for a licence (“relevant medical conditions”). The new Articles also prescribe the requirements that must be met before a driving licence can be issued to an applicant who has a relevant medical condition that is prescribed for the purpose of Article 9(5) of the Law.
Article 8 amends Part 1 of Schedule 7 to the 2003 Order so that the required distance for reading a vehicle registration number plate in a practical driving test is reduced from 20.5 metres to 20 metres.
Article 9 amends Parts 1 and 2 of Schedule 10 to the 2003 Order by substituting the notices that a parochial authority must serve under Article 10(5) of the Road Traffic (Jersey) Law 1956 requiring the holder of a licence to undergo a medical examination or a practical driving assessment.
Article 10 sets out the title of this Order and provides that it will come into force on 5 October 2024. The Order was made on 31 July 2024 and comes into force on 5 October 2024.
Motor Traffic (Cabs – Fares and Charges) (Jersey) Amendment Order 2024. Minister for Infrastructure.
This Order amends the Motor Traffic (Cabs – Fares and Charges) (Jersey) Order 2017 to increase by between 3.4% and 5.3% the maximum fares and charges (other than additional charges) payable for the hire of cabs. The fares and charges were last increased on 17 July 2023. This Order comes into force on 2 August 2024.

Misuse of Drugs Law and Orders (Jersey) Amendment Order 2024. Minister for Health and Social Services.
This Order amends the Misuse of Drugs (Jersey) Law 1978 (the “Law”). It amends Schedule 2 to the Law to specify certain substances as controlled drugs (that is, as Class A, Class B or Class C drugs) for the purposes of the Law.
This Order also makes related amendments to –
- the Misuse of Drugs (Designation) (Jersey) Order 1989 to add those controlled drugs to Schedule 1 and to make some minor amendments; and
- the Misuse of Drugs (General Provisions) (Jersey) Order 2009 to add 1 of those controlled drugs to Schedule 4 and the remainder to Schedule 1.
This Order comes into force 7 days after it is made.

Planning and Building (General Development – Conservation Areas) (Jersey) Amendment Order 2024. Minister for the Environment.
This Order amends the Planning and Building (General Development) (Jersey) Order 2011 (the “General Development Order”) to introduce new exceptions to the classes of permitted development in Schedule 1 if the works are in a designated conservation area and would likely impact the character or appearance of designated conservation areas. The Order also removes redundant references to pLBPs (potential listed buildings or places).
Article 2 amends Article 1 of the General Development Order to amend the definition of “CA” to refer to Article 56A of the Planning and Building (Jersey) Law 2002 under which conservation areas will be designated and to add a definition of “foreshore”. Article 2 also simplifies the definition of AAP (area of archaeological potential) and deletes 2 redundant definitions.
Articles 3 to 10 amend Schedule 1 to the General Development Order to remove redundant references to pLBPs from all Parts of Schedule 1 and to allow control over works in conservation areas as detailed below.
Articles 3 and 4 amend Parts 1 and 2 respectively, to allow control over repairs, maintenance and minor works to land and buildings in conservation areas if the changes are visible from a road or the foreshore.
Article 5 amends Part 3 to allow control over changes to the outside of dwellings in conservation areas if the changes are visible from a road or the foreshore. This Article also introduces a new Class O to allow control over the installation of lighting apparatus in certain circumstances.
Article 6 amends Part 4 to allow control over the installation in conservation areas of equipment used for the generation of renewable energy if the installation is visible from a road or the foreshore.
Article 7 amends Part 5 to allow control over development at industrial premises if the development is visible from a road or the foreshore.
Article 8 amends Part 6 to allow control over development by providers of public services and utilities if the development is visible from a road or the foreshore.
Article 10 amends Part 9 to allow control over emergency development in a conservation area. Article 10 also corrects an incorrect reference to the Government of Jersey.
Article 11 amends 4 related Orders. Those amendments are consequential on the coming into force of this Order.
Article 12 gives the title of the Order and states that it comes into force 7 days after it is made. The Order was made on 12 August 2024 and came into force on 19 August 2024.
Wildlife Law (Jersey) Amendment Order 2024. Minister for the Environment.
This Order amends Schedule 13 to the Wildlife (Jersey) Law 2021 by adding 3 varieties of knotweed (all of which are either present or potentially present in Jersey) to the list of prohibited invasive non-native species. The Order also amends the scientific (species) name of Japanese knotweed, following its reassignment to a different genus.
This Order comes into force 7 days after it is made.
The Order was made on 12 August 2024 and came into force on 19 August 2024.
Social Security (Long-Term Care Contributions) (Jersey) Amendment Order 2024. Minister for Social Security.
This Order amends the Social Security (Long-Term Care Contributions) (Jersey) Order 2014 to add an exception from liability to pay LTC contributions for people who are not resident in Jersey for the whole of a year, are not ordinarily resident in Jersey for any part of the year and are liable to pay tax on income relating to Jersey pensions. It applies to contributions calculated on or after 1 January 2024.
The Order was made on 15 August 2024 and came into force on 22 August 2024.
Proceeds of Crime (Low Risk Financial Services Business) (Jersey) Order 2024. Minister for External Relations.
This Order designates activities as low risk financial services businesses and disapplies provisions of the Money Laundering (Jersey) Order 2008 (the “MLO”) in respect of those activities.

“In relation to Beaulieu School, will the Minister advise whether –
- the 2022 and 2023 annual accounts have been received by the Government, and if so, when they will be published;
- the school has repaid the two loans issued in 2008 and 2014, totalling £1 million, that were due for repayment in 2022;
