Question

  1. Would the Minister provide the detailed accumulatedcosts incurred to date,including parts, labour, invoiced bills andany other costs to do with ongoing repairs and maintenanceof the CharmingBetty and Charming Nancy to the end of July 2008?
  2. Would the Minister provide a listofthedaysin2008 that oneorotherofthetwoamphibious vehicles was absent from the West-Parkto Elizabeth Castle service and will he inform memberswhether the Harbour Office or the MarineCoastguardAgency Jersey were notified oftheabsenceof one orother machine?
  3. Can theMinister give details of the incident that occurredon the afternoon of 11th August2008 involving the Charming Betty, while afloat and in transit betweenWest Park and Elizabeth Castle, and would he state whether itwasthe experience of a former driver from the previous operatorofthe service who went to the assistance oftheabovemachine that averted a potential major incident?

Answer

As advised in a reply to a similar question on 15 July, my Department is not responsible for operational matters within the Jersey Heritage Trust (JHT). Education, Sport and Culture has responsibility for funding the JHT and for maintaining proper governance arrangements but the Trust is an independent body. These questions, which relate to operational matters, should properly be put to the JHT which has undertaken that full accounts of the operation will be made available following the conclusion of the season. In respect of the other issues raised the relevant authority is Jersey Harbours. Jersey Harbours has confirmed that the JHT are operating in accordance with their safety management system. JHT has confirmed that all incident reports are lodged with Jersey Harbours.

Can the Minister confirm the overall invoiced costs to the end of June 2008 for the year 2008 for repairs, maintenance, parts and labour charges incurred by Jersey Heritage Trust to the ongoing running costs of the charming Betty and Charming Nancy, billed by Deveau Commercials Limited, and any other sub-contractor, mechanic or repair facility hired by JHT for the maintenance of the above two named vessels/vehicles?

In replying to this question, I think it may be helpful to point out that my Department is not responsible for operational matters with the Jersey Heritage Trust. Education, Sport and Culture has responsibility for funding the JHT and for maintaining proper governance arrangements but the Trust is an independent body. I published its recent Report on amphibious transport to Elizabeth Castle because I judged that it raised import matters of principle about which Members should be properly informed. However, this question does not raise a matter of principle: it concerns operational detail. It should properly be put to the Jersey Heritage Trust. However, on this occasion I have invited the Trust to provide the most up-to-date information available and I am advised that the maintenance costs for the year to the end of May amount for £15,270.
