QUESTION SUBMITTED ON MONDAY 25TH OCTOBER 2021 ANSWER TO BE TABLED ON MONDAY 1ST NOVEMBER 2021

Question

Will the Minister provide a detailed breakdown of all disabled parking spaces and parent-and-child spaces in Sand Street carpark, indicating the spaces available by type, including –

  1. the number of spaces;
  2. when they were installed; and
  3. on which floors they are located;

and will he further advise how many, if any, of these types of parking spaces were lost due to the International Finance Centre development?

Answer

  1. the number of spaces;

There are 28 dedicated disabled spaces in the public car park, plus an additional 9 within the Shop Mobility area.

Further to this provision, Blue Badge holders can also park free of charge in any of the standard public spaces - Not all Blue Badge holders have mobility impairments requiring the use of the wider accessible spaces.

There are 23 dedicated parent-and-child spaces.

Disabled parking. Provision has increased over the years, but there is no record of when earlier changes were made or the original number provided, if any. A step change in provision occurred as part of the refurbishment in 2016 when States Members permit parking was removed from the basement and converted to disabled parking, this allowed 8 widened accessible spaces to be created. Then in 2021 in preparation for the loss of the short stay disabled parking at the site of the International Finance Centre 3 further spaces were installed on level 4 next to the lift.  

Parent-and-child spaces were first introduced in 2010 when 6 spaces were created, then as part of the refurbishment in 2016 this number was increased to 14. Following this a further 9 spaces were installed in 2021.

Disabled spaces. 21 are located on ground and basement levels which has direct access to the Street and the remaining 7 spaces are located on level 4 and adjacent to the corner lift which has a disabled access ramp.  

Shopmobility spaces 9 located in the basement.

Parent-and-child are located on level 4 and have direct access to the corner lift.

and will he further advise how many, if any, of these types of parking spaces were lost due to the International Finance Centre development?

No spaces were lost as the long and short stay disabled spaces were re-allocated at Sand Street (3 short stay disabled places) and Les Jardin car parks (4 long stay disabled spaces). There were no parent-and-child spaces.

Additional information

Les Jardin was provided to the public on a temporary basis by the States of Jersey' Development Company.

No complaints have been received by Jersey Car Parks about the relocation of disabled parking

Jersey Car Parks have received positive comments regarding the increases of parent/child and the active policing of their uses.
