Chairmen's Committee Future Hospital Review Panel

As per my letter to the Chief Minister you will be aware that a Review Panel has been established to scrutinise the Future Hospital Project.

During a previous review of the Project (S.R.7/2016), Concerto advised that in the UK, a project to deliver a hospital of such size, scale and complexity would have a Project Director at its head with first-hand  experience  of  the  successful  delivery  of  similar  projects,  ideally  in  a  healthcare environment. Therefore, the Sub-Panel at the time made the following recommendation within its report:

Ministers should carefully consider the suggestion made by Concerto to appoint a suitably experienced Project Director at this stage, and not discount the suggestion merely because the construction project is in its planning stage. The Sub-Panel recognises the experience and strength of the present team, but the project could benefit additionally from high-level expertise at the earliest opportunity.

The Ministerial Response stated:

Agreed.  The  Sub-Panel  and  its  independent  adviser  heard  and  acknowledged  the considerable experience and commitment of the project team. However, it is acknowledged that the project and advisory team will need to be augmented as the project proceeds.

The Review Panel would be grateful to receive an update on this recommendation and in particular:

  1. Whether a Project Director has been appointed and if so, who?
  2. If a project director has not yet been appointed, whether an appointment will be made and if so, when?
  3. If no steps have been taken to appoint a project director, why not, and in such circumstances how will the project gain access to high level expertise?
  4. A workforce chart detailing the current workforce within the Future Hospital Project Team.
  5. Further detail of the role that the "Construction Champion" will play in the project (as outlined in the Ministerial Response to S.R.4/2017).

The Panel looks forward to receiving the requested information before its next meeting on 20th September.
