Review Panels – Amendments to Standing Orders
The Chairmen's Committee recently considered a number of matters relating to Review Panels. As part of those discussions we agreed to re-establish three such Panels that were originally set up in the previous Assembly (Brexit, Care of Children and Future Hospital), and to establish new Review Panels to look at Access to Justice and the Gender Pay Gap.
We are in full agreement about the value and inherent flexibility of Review Panels, and envisage seeing more created as cross-cutting matters emerge. With that in mind, we are keen to explore ways to better reflect their importance and to allow them to operate with greater autonomy, more akin to permanent Panels than Sub-Panels, whilst also reducing some of the confusion that emerged last term about their status vis á vis the Chairmen's Committee.
We envisage no change being required to Standing Order 145 (A), which sets the framework for the establishment and constitution of Review Panels. We would, however, request that PPC considers bringing forward changes to Standing Orders to enable Review Panels to:
- Lodge propositions – Standing Order 19
- Present reports and comments – Standing Order 35 (consequently, we recommend removing the steps currently requiring Review Panels to present reports via the Chairmen's Committee as currently set out in Standing Orders 145B(4) and 145B(5))
- Be referred draft Propositions/Laws/Regulations – eg Standing Orders 27, 72 and 79
