Policy Development Boards

Further to my letters of 2nd and 16th July, could I ask that we meet at the earliest opportunity to discuss the matter of Policy Development Boards.

I would like to stress that our approach to the concerns we have about the impact of the Boards on Scrutiny is and will continue to be constructive, and where required we intend to ensure we make positive alternative suggestions. We appreciate the intention and principles behind the Boards, but as with our proposal regarding the envisaged work on the Future Hospital project, we simply believe that Scrutiny is ideally placed to appropriately assist the process of policy development, and offer an objective sounding board independent of Government.

As part of our discussions we would also like to speak about the Migration Policy Development Board announced yesterday. Again, we feel that rather creating such a Board, Scrutiny (the CSSP is already planning a migration review) is better placed to carry out a detailed review that would incorporate full public and industry consultation, producing an evidence based report with findings and recommendations that would inform the policy's development. This is an inclusive' approach that respects roles/responsibilities, avoids duplication and uses existing resources efficiently.
