Dear Minister

Capital Projects – Sandybrook Care Home / Care Homes for people with complex needs

As you will be aware, a report (R.132/2018) presented to the States Assembly on 12th October 2018 proposed to transfer £3.7 million of unspent capital funds into central contingencies. Included in this transfer were amounts of £1.2 million in relation to Sandybrook Care Home and £1.1 million in relation to new care homes for people with autism.

We were concerned that these projects had not proceeded and requested further information on the schemes. We are grateful to your officers for providing us with reports on each scheme.

Having considered the information provided to us, we retain concerns that these projects have not proceeded and would therefore like some reassurance of your future policy intentions in these areas.

We would like to ask for written replies to each of the following points to be provided to us prior to Tuesday 4th December:

  1. Your policy in relation to the continued provision of nursing and residential care by the States.
  2. The implications for Sandybrook Care Home of the Regulation of Care (Jersey) Law 2014 which comes into effect in January 2019.
  3. Your estimate of the cost of the necessary works required at Sandybrook and associated timeframe to ensure it meets the standards set out in the Regulation of Care Law.
  4. Whether a Health and Safety audit has been carried out recently at Sandybrook (please provide a copy if so).
  5. Your policy in relation to the provision of homes for people with autism and other complex needs, following the decision not to proceed with homes planned for the Greenfields and Howard Davis Farm sites.
  6. How you intend to ensure that provision is made in the new Government Plan for your policy objectives in these areas.

We are aware that some of the unspent capital funds dealt with in R.132/2018 are proposed to be allocated to the 2019 Capital Programme set out in the 2019 Budget. We would therefore be grateful for a timely response, prior to the Budget debate next week.
