25 October 2018 Dear Chief Minister
Future Hospital Scrutiny Review Panel
Thank you for attending our hearing on the future hospital on Friday 19 October. I welcome your commitment to work well and closely with Scrutiny on this important issue.
During the hearing you presented a document comparing timelines for construction of the future hospital if a decision is made to proceed with the current site or if another site is found. I have included a copy of the document in this letter, for your convenience.
The document shows that if the decision is made to find another site, the future hospital would be complete in mid-2028. The document also shows that if the decision is made to proceed with the current site, the future hospital would be complete by the end of 2027.
However, these timelines differ from another document recently published by the Future Hospital Team (https://www.futurehospital.je/wp-content/uploads/2018/10/Future-Hospital- update-information-pack-16-October-2018.pdf). This document shows that the current project would be completed in 2026 and that the hospital would be "operational" by 2024.
This discrepancy between the timelines for completing the hospital on the current site is concerning. So too is the discrepancy between the timelines for building on the current site or finding a new site. In light of these concerns, we would be grateful if you could provide us with answers to the following questions:
- Where did this new document comparing timelines come from; when was it put together; and who asked for it to be put together?
- What work will be undertaken in each phase shown in the timelines?
- When the work in each phase is complete, what functions will become operational and by when?
- Why has the timeline for delivering the hospital on the current site been pushed back?
In accordance with the Scrutiny Engagement Code, we look forward to receiving your response within 5 working days from the date of this letter. We intend to place your response in the public domain.
Yours sincerely
Deputy Kevin Pamplin Chairman
