States Greffe: Scrutiny

Senator John Le Fondré Chief Minister

Cyril Le Marquand House The Parade, St Helier JE4 8UL

20 May 2019

Dear Chief Minister

Public Sector Pay

This week marks yet another week where families must plan alternative arrangements after weeks of disruption. The ongoing public sector pay dispute and strike action is causing significant disruption for many parents and families and is having an impact on the wider economy. I am therefore writing to you to establish what action the States Employment Board (SEB) is taking to resolve the dispute and to ask you to clearly lay out the issues at stake.

Please could you provide us with answers to the following questions:

  • What are the core issues with the pay dispute, and what is the core issue that cannot be resolved?
  • In a press statement on 30th April you referred to discussions in relation to "renewing and strengthening the Partnership Agreement with NASUWT, which provides a forum for discussion and agreement on further ways to enhance educational achievement in all our schools and colleges." In the same statement, criticism was levelled at the NEU for not taking part in the discussions. What role has the Minister for Education had in these discussions about future policies for education?
  • What is the SEB doing to make the issues clear to the public?
  • When will the dispute be resolved?
  • How is the States Employment Board taking into account the cost to the economy of the ongoing strike action?

In January, the Panel requested that it be provided with all minutes of the States Employment Board from November 2018 onwards. We have not been provided with these minutes yet and would ask that you provide these as a matter of urgency.

I would be grateful for your attention to this matter and look forward to receiving your response by Friday 24th May. Please further note that we will be placing this letter, and your response, in the public domain.
