One Gov Consultation Documents

We are grateful for the cooperation from you and your officers so far in providing information relevant to our review of the One Gov Project.

Having reviewed the documentation provided to us in relation to the staff consultations that took place in 2018, we would like to request copies of all staff submissions to the consultations. This will help us to better understand the feedback from staff to the proposed One Gov structure and the extent to which the feedback was incorporated into the final structure.

For the avoidance of doubt, this request includes all submissions to the 90 Day Consultation (the "Consultation themes" document refers to 100 emails received up to 19/04/2018), including the 9 submissions from senior employees appended to that document.

We understand that submissions to the 45 day consultation may have related more to concerns about the relevant employees' job security and positions in the new structure. However, we also note that the same set of questions was put to staff in both the 90 and 45 day consultations. Therefore, we also request submissions to the 45 day consultation, to the extent that they relate to the structure (and not specific concerns about individual employees' own jobs).

In line with the provisions of the Scrutiny Engagement Code of Practice, any documents provided to  us  confidentially  will  not  be  released  into  the  public  domain  and  confidentiality  will  be maintained. As you will appreciate, as our work is evidence based, it is important that we are able to review source documents in order to come to an objective view on actions that the Government takes.

In light of the potentially sensitive nature of some of the submissions, we are willing to accept anonymised and redacted submissions where necessary or are willing to agree for an Officer of the States Greffe to review the submissions on our behalf and prepare a summary report for the Panel.

These documents should be provided to us within the usual time frame set out in the Code of Practice, or an explanation provided if you expect it to take longer.
