1.  Records of Meetings

The minutes of the meetings held on the 6th, 12th, 26th and 30th January and 2nd February 2005 were approved for signing.

2.  Conflicts of Interest

The Panel considered that there were no areas of conflict that had not previously been declared.

3.  Education, Sport and Culture Briefing.

The Panel noted communication with the Minister for Education, Sport and Culture regarding the briefing provided by him and his department on  28th  January  2015.  It  received  briefing  notes  outlining  the information provided. The Panel further noted that an additional briefing was to be provided by the Minister on 2nd March 2015. The Minister approved of this being provided in a public forum and it was therefore agreed that this was to form part of the Quarterly Public Hearing.

The Panel agreed to provide the officer with any areas of interest to be included in the question plan and noted that the questions needed to be drafted by 23rd February 2015.

4.  Prison Board of Visitors

The Panel reflected on its visit to HM Prison, La Moye, on 2nd February 2015. It agreed that the Prison Governor and his Deputy had both been helpful and open which made the visit very successful and extremely informative. A note of thanks to the Minister and Prison Governor was approved.

It was also noted that evidence obtained from the discussion with the Prison Governor suggested that there were matters that appeared not to have been accounted for within S.R.7/2009. More work than had initially been anticipated was required to achieve evidence based and balanced results. The Panel raised the profile of the work to a review and scoping documents were to be prepared for submission to the Chairmen's Committee.

5.  Special Education Needs Provision

The Panel recalled its decision on 30th January to postpone the launch of the SEN review until the first or second week in March. It confirmed that, in the meantime, work was continuing on securing an advisor.

The Panel agreed to the next scheduled meeting being at 9.30am on Monday 16th March 2015.
