Declaration for growers concerning Single Area Payment (SAP) for 2009
Failure to sign and return this declaration and the financial return form by the deadline of 31 July 2009 will lead to the reduction and eventual suspension of the Single Area Payment.
I confirm, on behalf of the business that I represent (as below):
- That I/we wish to receive the Single Area Payment for 2009.
- That I/we agree to provide appropriate financial information regarding my/our agricultural business in the format provided by Rural Economy (see reverse). I/we understand that this information will be treated as strictly confidential and that it will not be used in whole or in part without my/our written authority except for the purpose of producing aggregated information that may be used by the States of Jersey.
- That in order to claim area payments, I/we agree to provide information on the fields that I/we have used commercially and on which I/we plan to grow a crop in 2009, when asked to do so and to return such information to Rural Economy. I/we understand that failure to submit claims by the deadline will result in the claims being reduced or rejected (see late applications below). I/we agree to allow Economic Development to check that the areas grown are in accordance with my/our claims.
- That I/we agree to dispose of any plastic film or fleece used (including silage wrap) on the farm in an approved method within the current year, to pay any relevant disposal charge and to keep appropriate records. These records must be available for inspection by Rural Economy to meet the Cross Compliance requirements; failure to provide satisfactory evidence of disposal may result in financial penalties see "The Single Area Payment: Eligibility, Compliance and Penalties". Should you take on the tenancy of a new field where such materials have been left by a previous tenant please report to us, otherwise you will be liable for its disposal.
- That I/we understand that, if I/we am/are in receipt of an agricultural loan which is in arrears, any payments due by me/us may be withheld to offset the arrears.
- That I/we agree to submit an updated Farm Manure and Waste Management Plan approved by the Environmental Department to Rural Economy in order to meet the Cross Compliance requirements by 26 June 2009. You may be asked for evidence that you are adhering to your FM & WMP's therefore you will need to keep field records of any applications of slurry, manure, compost and sewage/sludge (pellets).
Late Applications
Late applications can only be submitted up to 25 working days after the deadline (31 July 2009), after this they will be inadmissible and no entitlement for area payments will be established. After this date no payments will be made. Except in cases of force majeure and exceptional circumstances, submission of applications after the 31 July 2009 deadline will lead to a reduction of 4% each working day in the amount you would have received.
