Draft Water Law Scrutiny

Morier House St Helier

JE1 1BA

Dear Sirs

Water Bill

As I may be affected (charged) by the new law I am writing with my comments.

  1. What is the law proposing to protect against?
  2. Are they future possible dangers or are they happening now?
  3. Is a new law necessary (more civil servants) don't we have protection under other existing legislation?
  4. We have managed without a law to date. What has happened to need one now?
  5. The users are JNWC customers, domestic borehole users and farmers. Is it just going to be a revenue raising exercise?
  6. As you know borehole water for domestic use is NOT FREE – it has to be collected

& treated.

As an example of costs I have recently had a new pump & treatment plant costing over £2000. This needs servicing annually and on 29.5.04 I paid out £280 to the JFTU Ltd.

Presumably if borehole users are to be charged for untreated water our costs will be allowed as a charge on whoever is deemed to own the water?

Yours faithfully J K Dobbs
