COUNCIL OF MINISTERS 16/11/06
Jersey Telecom and Cable & Wireless have almost complete networks. They have approximately 50 sites each that are approved, erected and currently operational. Jersey Airtel have approximately 30% of their network already approved.
The anticipated total installations for the three companies currently on the Island are approximately 150 installations. Of this total, approximately 70 will be wooden clad replica telegraph pole designs, approximately 40 of which are already in place. The remainder are installations on existing infrastructure and roof top sites.
There are currently over 100 installations erected over the Island. The Planning Department considers that the visual impact of the current installations is minimal. There are only a further 40-50 installations to be installed to have full competition of 3 companies. The Planning Department will continue with the same guidelines as the previous applications, and considers this acceptable in terms of visual impact.
On the 26th October 2006, the Minister for Planning and Environment called a moratorium on the determination of telecommunication applications and invited Islanders to submit
representations on health concerns. Some 16 submissions were received directly as a result of the moratorium. These representations are currently being considered by the Health Protection Department. Representations have been made with regard to pending individual applications. Of the pending 26 applications for Airtel, representations have been received for 8 applications.
BACKGROUND
Total number of planning applications per company at 27/11/06:
(this does not represent total number of sites that may be developed as some applications may be amendments to previously determined applications)
Jersey Telecom – 48 approved, 11 pending
Cable and Wireless – 49 approved, 3 pending
Jersey Airtel – 15 approved, 26 pending
Each company applies for 'installations' of telecommunication equipment. Some of these installations are placing new antennae and dishes on existing lattice towers (eg Five Oaks and Les Platons). Some installations are placing new antennae and dishes on the roofs of buildings (Sand Street and Minden Place Car Park). In areas where that are no existing lattice towers or appropriate roof top sites, the companies have applied to erect a wooden clad replica telegraph pole with antennae hidden inside and a dish on top.
