Submission to the Education & Home Affairs Scrutiny Panel
I have two simple points to make: Protecting the Community and Charity events. Protecting the Community
The ability of an organising company or individual to build into their costs an amount to cover the charges for policing their event should not, in itself give the final green light to such an event taking place. It might well be that the organisers of a three day non-stop 24 hour rave (for example) might be able to price the tickets in such a way that the policing costs were easily met. That does not mean that it is right for the event to go ahead if it would be detrimental to the lives of other Island residents. To put it at its most basic: cash to pay for the police should not "buy" support for the event itself.
Further, policing events should mean just that. The events and all participants in them should be subject to the laws of the land including drugs and alcohol laws. There must be none of this "containment" nonsense.
Charity events
I am aware that the line between a charity event and a commercial enterprise can sometimes be a fine one. I would urge the committee to take a generous view towards legitimate charitable events which should be supported Island wide for the good of the whole community and for the community's ability to support charities outside the Island. I have no doubt that the Marathon will take up police time, both the Honoraries and the States. That is as it should be and is an important part of what community policing by consent is all about.
Thank you for reading this submission.
