Dear John Young
I can only give an opinion on whether we should bury, recycle or build a headland with the ash produced by the Energy from Waste Plant, as I do not have any expertise in the matter.
What is the nature of the toxins in the ash? How harmful are they? How long do they take to break down?
Apparently it is possible to make the ash into blocks for house building, but without knowing the nature of the toxins in the ash, it is hard to know whether that would be storing up trouble for the future.
Otherwise, I would recommend recycling the ash - as in using it to make blocks, or any other suitable recycling. Or use it to build a headland, provided again there won't be future problems from the toxins. Finally, the least useful option is to bury it, presuming it doesn't take as long to decompose as nuclear waste.
If the Plant has spare capacity, it would make sense to take waste from Guernsey, provided the problem of the ash has been resolved satisfactorily.
