Further to your letter of 3 June 2024, and my response of 6 June, please now see responses to your further questions below:
- Are there any areas where performance has been affected since the re-prioritisation of the Government Plan?
No areas of performance in Justice and Home Affairs (JHA) have been affected.
- Can you please confirm whether you are providing quarterly reports to Ministers in relation to performance/budgets, and in what format do these briefings take place?
The Minister for Justice and Home Affairs is briefed quarterly on performance, risk, and budgets for the Department (which is in two parts, the States of Jersey Police, with the Chief of Police Robin Smith as Accountable Officer, and the rest of Justice and Home Affairs, with me as Accountable Officer). For the most part, briefing on performance happens when the Minister meets, quarterly, with the Justice and Home Affairs Heads of Service, who will explain any performance concerns for their Service, areas where performance has dipped against target, and what plans are in place to improve that performance.
- Which departments gave briefings to their respective Minister in relation to their performance across 2023? Can the PAC also be provided with links to these briefings in confidence for its own awareness/information?
The former Minister for Justice and Home Affairs ( Deputy Helen Miles ) was briefed at a high level on 2023 performance. The current Minister for Justice and Home Affairs was then also briefed at a high level on 2023 performance once she took office. The Heads of Service quarterly meetings with the Minister continue and in my recollection a number of the first meetings with the current Minister discussed specific concerns related to our Key Performance Indicators, for example Ambulance response times. I do not have copies of those briefings available at present, but could source an example from the Heads of Service should the panel wish.
