Thank you for your letter dated the 8th of February with questions following the Quarterly Public Hearing on the 26th of January 2022.

In relation to the timetable for delivery of the Competent Authorities minutes, I can confirm that the Chief Minister is progressing delivery of the decision of the Assembly to provide access to minutes and records of the Competent Authority Ministers, and while I do believe arrangements are near to ready, it is a matter for him to comment further on that.

Please find the information requested following questions also raised on the Co-Funded Payroll Scheme (the Payroll Scheme) being provided to businesses in response to COVID-19. It should be noted the CFPS was created as an emergency response to the COVID-19 pandemic. It is not a statutory scheme, and to ensure that the scheme delivered the support required on a timely basis, it was consciously decided that payment would be made on self-declaration, with a subsequent review process.  

CFPS Claims applied for funding and received funding;

A number of claims are rejected each month after failing some of the checks that are performed prior to processing payments. In most cases the business has made a mistake and submits a revised claim that is successful. We do not keep records of the number of businesses that have had a claim rejection and not subsequently claimed successfully.
