COMMENTS

The Minister for Children and Education, and the Council of Ministers as a whole, support this amendment (as amended) by the Children, Education and Home Affairs Panel.

The amended amendment seeks to move funding of £330,000 relating to the Covid-19 Health and Social Recovery fund from the Heads of Expenditure for the Covid-19 Response, to the Heads of Expenditure for Children, Young People, Education and Skills (CYPES).

The Minister is supportive of the funds being transferred so that the Accountable Officer for CYPES is ultimately responsible for the £330,000  allocated to the Best Start Partnership for an important programme of Covid Social Recovery work.

Financial Implications

As a reallocation of funding this amendment does not impact on overall expenditure or borrowing from the Consolidated Fund.

As Covid Health and Social Recovery funding is only in place for 2022 and 2023, the allocation of funding for 2024 onwards would need to be reviewed in future government plans.

These comments were submitted to the States Greffe after the noon deadline as set out in Standing Order 37A due to time constraints from the States Meeting being moved forward to Monday 13th December, which in turn affected the final deadline for Comments, and the requirement to undertake final due diligence and review processes.
