In paragraph (b) of the proposition, after the words "dated 25th April 2002" insert the words -

"except that the Planning and Environment and Public Services Committees shall not be amalgamated in the manner set out in section 1.3 of the said Appendix 3 but shall remain as two separate Committees of the States during the transitional period,"

The Policy and Resources Committee plans to amalgamate the Public Services and Planning and Environment Committees in the  short  term  and  then split  them  again later  to  form  separate Public  Services  and Environment  Departments  under Ministers.

It is my view that such a process would not only create a huge organisation that would be difficult to properly manage, but that the amalgamation would be wasteful of the Committee's time. The work of the new amalgamated Committee would be so great as to leave little time to the task of separating the functions as suggested.

I believe it would be more efficient to leave the two committees separate but working closely together during the interim period, to swap those parts of the departments that need to change from one department to another, so that they gradually move towards their end format.

There are no additional financial or manpower implications arising out of this amendment.
