As Mr. and Mrs. Pinel have been the victims of poor working practices by the Planning Department, this being borne out by the public apology by the Minister for Planning and Environment, I believe that we owe a duty of care to Island residents, and that no member of the public should have to go through the planning system as happened to Mr. and Mrs. Pinel of Reg's Skips Ltd. Therefore the least they should receive is their out-of-pocket expenses of £225.039.12 which is made up as follows –
