THE STATES resumed consideration of a proposition of Senator Samuel Yves Mézec entitled Provision of Affordable Housing Guidance' (P.96/2021) and rejected the proposition to request the Council of Ministers to withdraw the guidance on affordable housing which had been provided to the States of Jersey Development Company, as found in the reports Housing Policy Guidance: Housing affordability and the South Hill development' (R.139/2021) and Action on Housing – recent progress and Waterfront guidance' (R.157/2021), and to issue new guidance which stipulated a minimum provision of affordable housing at no less than 30% of the homes built in the proposed developments on the Waterfront and South Hill.

Minimum Wage Increase P.98/2021
THE STATES commenced consideration of a proposition of Deputy Geoffrey Peter Southern of St. Helier entitled Minimum Wage Increase' (P.98/2021) and, adopting an amendment of the Minister for Social Security (P.98/2021 Amd.), agreed that –
for paragraphs (a) and (b), there should be substituted the following paragraph and the remaining paragraph re-designated accordingly –
" (a) to set the objective of raising the minimum wage to two-thirds of median earnings by the end of 2024, subject to consideration of economic conditions and the impact on competitiveness and employment of the low paid in Jersey; and to request the Employment Forum to have regard to this objective when making its recommendations on the level of the minimum wage to the Minister for Social Security.".
for paragraph (c), there should be substituted the following paragraph –
" (b) to request the Minister for Social Security, further to the Act of the States dated 20th April 2021 (in which P.11/2021 was adopted), which requested the Minister for Social Security, in accordance with Article 19(1) of the Employment (Jersey) Law 2003, to refer for examination to the Employment Forum the potential for the minimum wage be set at the level of the Jersey Living Wage, and if this were considered feasible, when the minimum wage could be set at that level, and following consultation with the Employment Forum and other stakeholders as appropriate, to examine the feasibility of devising a scheme to be brought to the States to convert the Minimum Wage over time to a Living Wage, including any legislative changes that may be necessary.".

Actions to mitigate the use of Palm Oil P.99/2021
THE STATES commenced consideration of a proposition of the Connétable of St. Martin entitled Actions to mitigate the use of Palm Oil' (P.99/2021) and, adopting an amendment of the Minister for the Environment (P.99/2021 Amd.), agreed that, in Paragraph (a), for the words "do not contain palm oil" there should be substituted the words "contain credibly certified sustainable palm oil where practical and appropriate".
THE STATES, adopting the proposition of the Connétable of St. Martin , as amended,
- agreed that there were global environmental issues caused by palm oil farming practices and requested the Council of Ministers to take the necessary steps for the Government of Jersey to lead by example and only use and procure products that contained credibly certified sustainable palm oil where practical and appropriate;
- requested the Minister for the Environment to bring forward legislation, in a timeframe deemed reasonable by the Minister, to the effect that any food item produced in Jersey was labelled with a clear statement of whether the food item contained palm oil or any palm oil derivatives; and
- requested the Minister for the Environment, in a timeframe deemed reasonable by the Minister, to consult with local businesses and organisations, consumers, schools, charities and community groups to develop an Island-wide palm oil campaign that raised public awareness of the issue of its use.
