THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams.

Public Accounts Committee – appointment of elected member

In accordance with the provisions of Standing Order 123(1), Deputy Lyndsay Victoria Feltham of St. Helier Central , Chair of the Public Accounts Committee nominated Deputy Raluca Stefana Kovacs as an elected member of the Public Accounts Committee.

There being no other nominations, the Bailiff declared that Deputy Raluca Stefana Kovacs had been duly appointed as an elected member of the Public Accounts Committee.

THE STATES commenced consideration of a proposition of Deputy Max Brennan Andrews of St. Helier North entitled Reporting of headcount and vacancies' (P.69/2023) and, adopting an amendment of the Chief Minister (P.69/2023 Amd.(2))), agreed that, in paragraph (a), for the words "to publish every six months, commencing January 2024" there should be substituted "to develop and publish a release schedule for public sector staffing statistics and to commence publications under the schedule, in line with the Code of Practice on Statistics, before June 2024, inclusive of".

Following the adoption of the amendment of the Chief Minister (P.69/2023 Amd.(2)), the Bailiff informed the Assembly that the amendment of Deputy Max Brennan Andrews of St. Helier North (P.69/2023 Amd.) was deemed to have been withdrawn.

THE STATES, adopting the proposition of Deputy Max Brennan Andrews of St. Helier North , as amended, requested the States Employment Board to develop and publish a release schedule for public sector staffing statistics and to commence publications under the schedule, in line with the Code of Practice on Statistics, before June 2024, inclusive of –

  1. the headcount of each Government and non-ministerial department, to include a breakdown of full-time, part-time, fixed-term, zero-hour, and contracted staff;
  2. the number of vacancies in each Government department; and
  3. staff turnover in each Government department.

Audit of Government Department Vacancies P.73/2023

THE STATES commenced consideration of a proposition of Deputy Max Brennan Andrews of St. Helier North entitled Audit of Government Department Vacancies' (P.73/2023) and rejected the proposition to request the Chief Minister –

  1. to instruct all government departments to audit their current job vacancies and, by June 2024, identify those vacancies that could be removed as unnecessary to the functioning of departments, and the payroll reductions that would result from the removal of vacancies identified; and
  2. to report back to the Assembly, by July 2024, on the payroll expenditure savings across all government departments resulting from this audit.
