THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise the draft legislation, adopted Regulations 1 to 10.

THE STATES made Regulations entitled the Sea Fisheries (Vessel Monitoring Systems) (Amendment) (Jersey) Regulations 2023 under Articles 2 and 29 of the Sea Fisheries (Jersey) Law 1994.

THE STATES noted that, in accordance with Standing Order 34(1), Deputy Stephen George Luce of Grouville and St. Martin had informed the Greffier of the States that his amendment (P.74/2023 Amd.(2)) to his proposition entitled Increase in revenue expenditure for agriculture and fisheries' (P.74/2023) had been withdrawn.

THE STATES commenced consideration of a proposition of Deputy Stephen George Luce of Grouville and St. Martin entitled Increase in revenue expenditure for agriculture and fisheries' (P.74/2023) and, adopting an amendment of the Council of Ministers (P.74/2023 Amd.(3)), agreed that –

the existing paragraph should be designated as paragraph (a) and that, for the words "to increase States' revenue expenditure on agriculture and fisheries to a total of 1% of all revenue expenditure" there should be substituted "to ensure States' revenue expenditure directly on agriculture and fisheries support schemes rises to at least £6.7 million in 2024 and increases in line with RPI(X), for each remaining year of the Government Plan, with compensating measures to offset the additional cost,"; and

after the existing paragraph, there should be inserted the following new paragraph –

"(b) to request the Council of Ministers to bring forward proposals to provide for the recapitalisation

of the Agriculture Loans Fund in 2024, to a level sufficient to enable meaningful capital investment in the industry and not less than £10 million, including a transfer from the Strategic Reserve if there are insufficient funds in the Consolidated Fund."

THE STATES resumed consideration of the proposition of Deputy Stephen George Luce of Grouville and St. Martin , as amended, and, adopting his amendment (P.74/2023 Amd.), agreed that, after the word "fisheries", there should be inserted the words ", via the Rural and Marine Support Schemes,".

THE STATES, adopting the proposition of Deputy Stephen George Luce of Grouville and St. Martin , as amended –

  1. requested  the  Council  of  Ministers  to  take  the  necessary  steps  to  ensure  States'  revenue expenditure directly on agriculture and fisheries support via the Rural and Marine schemes rose to at least £6.7 million in 2024 and increases in line with RPI(X) for each remaining year of the Government Plan with compensating measures to offset the additional cost, and to lodge an amendment to the Government Plan 2024-2027 to achieve the realisation of this target; and
