All members were in attendance with the exception of Connétable M. Troy of St. Clement from which apologies had been received.

Apologies  A1. The Sub-Committee noted the absence of Connétable Marcus Troy of St Clement. Minutes.  A2. The Sub-Committee approved the minutes of the meeting held on 19th May 2024. Conflict of  A3. The Sub-Committee noted no new conflicts of interest.

Interests.

Meet with  A4. The Sub-Committee welcomed Vic Tanner and Kay Nicholson from Liberate Liberate Jersey  Jersey to its meeting. A discussion was had around building diversity for voters and

engaging with politics. Rebuilding trust with government for marginalised communities within Jersey was also discussed. The Research and Project Officer was tasked with enquiring as to what was currently in place to protect women and those in minority groups. In particular, to focus on aspects such as what legislation was in place, the relationship with the Jersey Police, Community Officers and what pathways were in place for those currently in office.

The  Sub-Committee  discussed  if  certain  aspects  of  induction  training  should  be expanded to include more awareness of diversity. It was noted that a walkthrough of States Buildings or a video tour for newcomers or those who are interested in running for election was currently offered by the States Greffe.

It was noted that there was a timeline for this term of office for hate crime legislation

to be lodged with Liberate Jersey explaining that they were working closely with the Police to ensure protections were in place for incident reporting.

It was agreed that more work was needed to educate States Members and an open dialogue would be kept with Liberate Jersey and Trans Jersey.

Diversity  A5. The Sub-Committee noted correspondence received from the Chief Minister on Inclusion and  Diversity Inclusion and Equality Duty. It was noted that within the correspondence, the Equality Duty  Chief Minister had nominated Deputy Malcolm Ferey to the Diversity Forum as the

Government representative which was accepted by the Sub-Committee. The Sub- Committee also noted that Deputy Carina Alves had been delegated responsibility for diversity, equality and inclusion. The Sub-Committee requested that the Research and Project  Officer  draft  a  follow  up  letter  to  the  Chief  Minister  asking  for  further information on this position, noting that the Deputy was currently responsible for Jersey Community Relations. The Sub-Committee also requested that the letter contain some background with regards to how the workstream would be funded and supported.

Work  A6. The Sub-Committee noted its work programme and requested that the Research and Programme  Project Officer contact the Chair of PPC to arrange a meeting to discuss the Women's

Caucus.

Options for  A7. The Sub-Committee discussed potential options for financial support for campaign financial  expenses for future election candidates on low incomes. It was requested that the support for  Research and Project Officer research what is done in other jurisdictions and a paper campaign  provided to the Sub-Committee for further consideration.
