Minutes. A1. The Sub-Committee approved the minutes of the meeting held on 24th January
2024.
Welcome to A2. The Sub-Committee reviewed the Diversity Forum position paper and the Terms New Members. of Reference. The Chair noted that the focus of the Diversity Forum should be on the
diversity of the States Assembly. The Sub-Committee considered the process of updated the Terms of Reference to include membership requirement of a government representative. The Sub-Committee discussed that as a Sub-Committee there is a concern regarding diversity and inclusion from a government focus and there is an interest in developing a scrutiny panel dedicated to equalities and diversity in membership.
Vice Chair A3. The Chair proposed that the Sub-Committee would benefit from having two Vice Appointment. Chairs and nominated Deputy Doublet and Deputy Jeune . The Sub-Committee agreed
and approved of the Chair’s nomination(s).
Work A4. The Sub-Committee noted the items on the Work Programme (previously the Programme Legacy Report).
Review
The Sub-Committee discussed the potential to build a guide or Best Practice document for Panel and Committee Chairs on how to properly recruit Members. The Research and Project Officer was tasked with determining the best way forward for this with the Assistant Greffier.
The Sub-Committee agreed to further discuss government improvement of diversity of recruitment to States-owned bodies and arm’s length organisations. The Sub- Committee requested further information on what policies are in place and tasked the Research and Project Officer with determining this information.
The Sub-Committee discussed disability aspects regarding States Assembly building options for accommodations. The Research and Project Officer was tasked with circulating the Disability Audit to the Sub-Committee.
Women’s A5. The Sub-Committee agreed that participation in the Women’s Caucus training Caucus delivered by the Commonwealth Parliamentary Association (CPA) would be beneficial. Training The Research and Project Officer was tasked with organizing a date for the Chair of the
Privileges and Procedures Committee to meet with Deputy Doublet regarding the planning of this training.
Any Other A6. The Sub-Committee discussed writing a letter to the Chief Minister regarding Business. diversity and inclusion and the equality agenda to voice concerns around who is going
to taking the lead on this and how it will be kept a priority.
The Sub-Committee noted that the Gender Audit for Jersey will be commencing in June 2024.
Future A7. The Sub-Committee agreed that its next meeting was due to take place on 16th May Meetings. would be adjusted to take place from 12:00pm to 2:00PM in the Blampied Room.
