Youth Service Statutory Provision P.28/2024
THE STATES commenced consideration of a proposition of Deputy Raluca Stefana Kovacs of St. Saviour entitled Youth Service Statutory Provision' (P.28/2024) and, adopting an amendment of the Minister for Children and Families (P.28/2024 Amd.) agreed that –
for the words ", to prepare and issue law drafting instructions, with input from", there should be substituted the words "to undertake an evaluation, with input from (but not limited to) young people,";
after the words "the Youth Service and Parishes, to", there should be inserted the words "consider the benefits and disbenefits of making" and the word "make" should be deleted;
after the words "Education (Jersey) Law 1999", there should be inserted the words "or other legislation as appropriate"; and
for, the words "that its inclusion in the Law is brought into effect by January", there should be substituted the words "that the results of the evaluation are brought back to the Assembly by the end of March 2026, with the funding of any actions identified for implementation to be included in the 2027 Government Plan, if required."
THE STATES, adopting the proposition of Deputy Raluca Stefana Kovacs of St. Saviour , as amended, requested the Minister for Children and Families to undertake an evaluation, with input from (but not limited to) young people, the Youth Service and Parishes, to consider the benefits and disbenefits of making the Youth Service a statutory service under the Minister, or his successor in title, and enshrined in the Education (Jersey) Law 1999 or other legislation as appropriate and to take the necessary steps to ensure that the results of the evaluation are brought back to the Assembly by the end of March 2026, with the funding of any actions identified for implementation to be included in the 2027 Government Plan, if required.
