THE STATES, with reference to their Act dated 14th September 2021, in which they had agreed that, notwithstanding Standing Order 55A(1), members who did not wish to attend in the States Chamber might continue to take part in States meetings using Microsoft Teams (until the States had considered and voted upon a proposition to re-apply Standing Order 55A(1) or to repeal or vary the terms of the Standing Order), assembled in accordance with Standing Order 55A with members able to participate remotely using Microsoft Teams. No members participated remotely in the meeting.

THE STATES commenced consideration of a proposition of Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter entitled In Vitro Fertilisation (IVF) Funding' (P.20/2024) and, adopting an amendment of the Minister for Health and Social Services (P.20/2024 Amd.), agreed that, for the word "removing", there should be substituted the word "replacing", and, for the words "and ensuring any new funding model reflects National Institute for Health and Care Excellence (NICE) clinical guidance, and to ensure", there should be substituted the words "bringing forward new access criteria that accord with good clinical standards and which has been subject to consultation, and ensuring".

THE STATES, adopting the proposition of Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter , as amended, requested the Council of Ministers to commit to improving funding for In Vitro Fertilisation (IVF) treatment, to replace the current means-tested model, to bring forward new access criteria that accorded with good clinical standards and which had been subject to consultation, and to ensure that such funding was included within the Proposed Government Plan 2025-28.

THE STATES noted that, in accordance with the provisions of Standing Order 106, Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter declared an interest in the subject of her proposition in that she was a founding governor of the local fertility support charity, Tiny Seeds, and had lived experience of infertility and In-Vitro Fertilisation.
THE STATES noted that, in accordance with the provisions of Standing Order 106, Deputy Thomas Antony Coles of St. Helier South declared an interest in the subject of the proposition of Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter , in that a person relevant to him ran an acupuncture service that helped with fertility and, as the interest was financial and personal to the Deputy , he did not vote on the proposition.
