"Given the Government's focus on "prudent and effective allocation of public funds", will the Chief Minister explain how the former Chief People and Transformation Officer was able to approve expenditure of a reported £11,000 of public money on entering public service employees in the UK's Personnel Today Awards 2023, including flying 10 employees to London, providing them with accommodation, a three-course meal with wine and an after- party?"

Minister for External Relations.

This Order amends the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the "Sanctions Order") in relation to further changes in UK sanctions on Iran made by the Iran (Sanctions) Regulations 2023 of the UK (S.I. 2023/1314) (the "UK Iran Regulations").

The UK Iran Regulations come into force on 14th December 2023 and revoke and replace the Iran (Sanctions) (Human  Rights) (EU Exit) Regulations 2019 of the  UK (S.I. 2019/134, the  "UK 2019 Regulations").

Regulation 2 amends Schedule 1 to the Sanctions Order to add the UK Iran Regulations to the list of UK sanctions instruments that have effect in Jersey subject to modifications set out in the Sanctions Order. It also removes the UK 2019 Regulations from that list.

It extends the existing Jersey offence (carrying imprisonment for up to 7 years and an unlimited fine) of breaching implemented sanctions provisions, so that it applies to breaches of the prohibitions introduced by the UK Iran Regulations related to trade and shipping that are listed (by virtue of this amendment) in column 5 of Schedule 1 to the Sanctions Order.

Where the UK Iran Regulations require an asset-freeze, the Sanctions Order already provides for the asset- freeze provisions in Part 3 of the Sanctions and Asset-Freezing (Jersey) Law 2019 (the "Sanctions Law") to apply. Offences in the UK Iran Regulations relating to asset-freezing and provision of information do not have effect in Jersey – instead the offence provisions relating to asset-freezing and provision of information in the Sanctions Law apply.

Regulation 3 amends Schedule 3 to the Sanctions Order so that references in the UK Iran Regulations to the Merchant Shipping Act 1995 of the UK are read as references to the appropriate provisions in the Shipping (Jersey) Law 2002.

Regulation 4 gives the title of the Order and provides for it to come into force on 14th December 2023. The Order was made on 13th December 2023 and came into force on 14th December 2023.

Road Traffic ( St. Brelade and Disabled Persons Parking – Amendments) (Jersey) Order 2023. Minister for Infrastructure.

Part 1 of this Order amends the Road Traffic ( St. Brelade ) (Jersey) Order 1990.

In Article 9, the definition "parking" is amended to remove its reference to parking at certain times. A new definition "standard hours" now covers those times and is used when appropriate in the provisions. The definition "vehicle" is replaced to remove its exclusion of wide vehicles. Wide vehicles are instead excluded in the appropriate provision.

Article 10 is replaced and Schedule 5 is amended. The new Article 10 clarifies that the 3 existing types of disc parking apply during standard hours. A fourth type of disc parking is added for parking of up to 2 hours, which also applies during standard hours. For those types of disc parking, once the parked vehicle leaves, it must not be parked on the same road during standard hours within one hour after it left. A fifth type of disc parking is also added for parking of up to 12 hours. For that disc parking, once the parked vehicle leaves, it must not be parked on the same road within 24 hours after the parking started. It replaces a similar type of non-disc parking, which was in Article 11 and Schedule 8 (both of which have been deleted). It means that existing 12-in-24-hour parking areas now use disc parking and exclude wide vehicles. Also –

4 new 2-hour parking bays are created on the east side of Le Clos des Sables near the Enid Quenault Health and Wellbeing Centre;

the 12-in-24-hour parking for La Neuve Route is extended to its east side, replacing areas of unrestricted parking and 1-hour disc parking; and

an existing 12-in-24-hour parking bay on the west side of La Neuve Route is relocated.

Schedule 2 is amended so that prohibitions on waiting (and parking) apply to –

parts of Elizabeth Avenue and Le Clos des Sables near, and south of, the Enid Quenault Health and Wellbeing Centre; and

the intended areas on La Neuve Route.

Part 2 of this Order amends the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002.

A new 4-hour parking bay for disabled persons is added on the west side of La Neuve Route. This replaces the relocated 12-in-24-hour parking bay.

The Order comes into force 7 days after it is made.

The Order was made on 15th December 2023 and came into force on 22nd December 2023.

Environment (2024 Miscellaneous Fees) (Jersey) Order 2023. Minister for the Environment.

This Order increases the following prescribed fees and charges by approximately (but no more than) 2.5% –

  1. the fee to accompany an application for a licence under the Food Safety (Ice-Cream Stalls etc.) (Jersey) Order 1969;
  2. the fee to accompany a complaint made under the High Hedges (Jersey) Law 2008;
  3. fees to accompany certain applications and notices of appeal under the Planning and Building (Jersey) Law 2002;
  4. fees payable in respect of applications under the Waste Management (Jersey) Law 2005 and fees payable periodically by licensees or registered persons under that Law;
  5. annual charges payable under the Water Resources (Jersey) Law 2007 in respect of a water resources licence.

The fees and charges were last increased on 1st January 2023. These increases come into effect on 1st January 2024.

The Order was made on 18th December 2023 and came into force on 1st January 2024.

Marriage and Civil Partnerships (2024 Fees) (Jersey) Order 2023. Minister for Justice and Home Affairs.

This Order increases by 2.5% certain fees prescribed by the Marriage and Civil Status (Jersey) Order 2018 (Article 1) and the Civil Partnership (Procedures, Special Circumstances and Approved Locations) (Jersey) Order 2023 (Article 2).

Article 1 also corrects some cross-references and makes some minor alterations to descriptions of fees.

The fees increased by Article 1 were last increased with effect from 24th January 2023. The fees increased by Article 2 were first set on 24th March 2023.

The Order was made on 21st December 2023 and came into force on 1st January 2024.

Infrastructure (Driver and Vehicle Standards – 2024 Fees) (Jersey) Order 2023. Minister for Infrastructure.

This Order increases certain fees charged by Driver and Vehicle Standards and fees payable to parochial authorities in relation to driving licences.

Article 1 increases fees for the examination and registration of driving instructors. Article 2 increases fees relating to motor vehicle registration and trade licences.

Article 3 increases the fee to accompany an application for a licence authorising the use of a vehicle not complying with Orders under Article 77 of the Road Traffic (Jersey) Law 1956 ("the Law").

Article 4 increases the fees relating to applications to parochial authorities for driving licences, and fees payable to Driver and Vehicle Standards in relation to the prescribed test.

Article 5 increases the fees relating to public service vehicles.

Article 6 increases the fee for an inspection under Article 78A of the Law.

Some fee increases in Articles 2 to 6 of this Order exceed 2.5%, with Treasury approval.

The fees relating to applications for driving licences were last increased with effect from 1st May 2017. All other fees were last increased with effect from 1st January 2023.

The Order was made on 22nd December 2023 and came into force on 1st January 2024.

Road Traffic (Public Parking Places) (Amendment No. 20) (Jersey) Order 2023. Minister for Infrastructure.

This Order amends the Road Traffic (Public Parking Places) (Jersey) Order 2006 to make provision relating to parking charges for electric vehicles and plug in hybrid electric vehicles.

Paragraphs (1) and (2) of Article 8A are amended to provide that the half-price discount which applies to prescribed charges for parking units and season tickets in respect of those vehicles ends at midnight on 31st December 2024 (Article 2).

New paragraphs (3A) and (3B) are inserted in Article 8A to provide that no prescribed charge is payable until 1st January 2025 in respect of an electric vehicle or plug in hybrid electric vehicle which is first registered in Jersey during 2024 by an individual who does not hold a trade licence issued under Article 8 of the Motor Vehicle Registration (Jersey) Law 1993 (Article 2).

Schedule 1 is amended to insert new references to public parking places in St. John , Trinity and St. Saviour . Schedule 2 is amended to provide for maximum parking periods for those parking places (Articles 3 and 4).

The amendments in Article 2 are made with Treasury approval.

The Order was made on 28th December 2023 and came into force on 1st January 2024.

Explanatory Note regarding the debate on Vote of No Confidence: Chief Minister' (P.1/2024)

The structure of the debate on a proposition of no confidence is the same as for the debate on any other proposition under Standing Order 69, with one exception: under Standing Order 103(2)(e) the subject of the proposition of no confidence may speak again before the proposer replies at the conclusion of the debate.

For the purposes of the debate on Vote of No Confidence: Chief Minister' (P.1/2024), the debate will therefore proceed as follows –

  1. Deputy T.J.A. Binet of St. Saviour will be invited to move the proposition.
  2. Once the proposition has been moved, the debate will open and all members (including the Chief Minister) will have the opportunity to speak.
