Taxation (Exchange of Information with Third Countries) Regulations (Jersey) Amendment Order 2025. Minister for External Relations.
This Order amends the Taxation (Exchange of Information with Third Countries) (Jersey) Regulations 2008 to add the dates that tax exchange agreements came into force with Brazil (22 January 2019) and Chile (3 October 2018). The Order comes into force 7 days after it is made.
The Order was made on 2nd April 2025 and came into force on 9th April 2025.
Royal Court (Family Division) Amendment Rules 2025. Superior Number of the Royal Court.
These draft Rules of Court amend Royal Court Rules governing procedures in the Family Division. The amendments are consequential on the enactment of the Family Division Registrar (Change of Status and Title) (Jersey) Law2025 ("the 2025Law").
The 2025Law was passed by the States on 12th November 2024 and registered by the Royal Court on 14th February 2025. It has yet to be brought into force by Order of the Minister for Justice and Home Affairs.
The purpose of the 2025Law is–
to amend the title and status of a Registrar in the Family Division of the Royal Court to become a Family Judge bringing that role in line with the status and title of other similar judicial appointments; and
to establish the office of Family Judge of the Royal Court in respect of the Family Division, and give a Family Judge the judicial functions previously delegated to a Registrar by the Judicial Greffier.
The Rules of Court amended by the draft Rules are the–

The amendments are of a technical nature, making reference where appropriate in each of the principal Rules to a Family Judge where, prior to the 2025Law, the relevant judicial function was exercisable by the Judicial Greffier, but delegated to a Registrar.
The opportunity has also been taken to standardise and streamline certain terminology in the principal Rules relating to the filing of documents in the Judicial Greffe.
None of the amendments in the draft Rules alters the substance of the relevant court procedures.
The 2025Law contains a saving provision so as not to invalidate any proceedings that have commenced but not been concluded when the 2025Law comes into force, and so as not to affect anything done before that time in respect of any proceeding. These amending Rules likewise make provision that they do not affect proceedings commenced but not concluded when these Rules come into force, or anything done before then in respect of any proceeding (see Rule9).
Rule10 is the citation and commencement provision. The intention is for these Rules to come into force at the same time as the 2025Law is brought into force by Order of the Minister for Justice and Home Affairs.
The Amendment Rules were made by the Superior Number of the Royal Court on 3rd April 2025 and come into force on the same day as the Family Division Registrar (Change of Status and Title) (Jersey) Law 2025.
Family Division Registrar (Change of Status and Title) (Jersey) Commencement Order 2025. Minister for Justice and Home Affairs.
This Order brings the Family Division Registrar (Change of Status and Title) (Jersey) Law 2025 ("the Law") into force on 14th April 2025.
The Law changes the status and title of the Registrars of the Family Division of the Royal Court. It establishes the office of Family Judge of the Royal Court and gives Family Judges the judicial functions previously delegated to the Registrars of the Family Division.
The Order was made on 4th April 2025 and came into force on the same day.
Dormant Bank Accounts (Distribution of Fund Money) (Jersey) Amendment Order 2025. Minister for External Relations.
This Order amends the Dormant Bank Accounts (Distribution of Fund Money) (Jersey) Order 2020 to add further policy considerations regarding distributions from dormant bank accounts.
Article 2 (policy in respect of whether to make a distribution from the Fund) is amended for the Minister for External Relations to indicate an intention to repeat a distribution over more than 1 year.
Article 3 (policy in respect of amount of distribution) is amended to enable that Minister to make an additional distribution to match (wholly or to an agreed limit) charitable funding given or pledged by another person.
The Order was made on 7th April 2025 and came into force on 14th April 2025.
Royal Court and Stamp Duties and Fees (Jersey) Commencement Order 2025. Minister for Treasury and Resources.
This Order brings the Royal Court and Stamp Duties and Fees (Jersey) Amendment Law 2025 into force on 28th April 2025. That Law amends (1) the Royal Court (Jersey) Law 1948 to make alternative arrangements for the paying of an honorarium to Jurats and (2) the Stamp Duties and Fees (Jersey) Law 1998 to increase court fees as well as making further minor amendments.
The Order was made on 14th April 2025 and came into force on the same day.

This Order amends the Revenue Administration (Information Sharing) (Jersey) Order 2024 to amend the purposes for which revenue information may be shared with the Office of the Chief Statistician and to add the Jersey Employment and Discrimination Tribunal to the authorities with which revenue information may be shared. This Order comes into force 7 days after it is made.
The Order was made on 14th April 2025 and came into force on 21st April 2025.

"Will the Minister describe and explain the Government's decision-making in respect of support for, and the active promotion of, the recent Sign Language Week (17th to 23rd March 2025), which raises awareness and advocates for the rights and inclusion of the Deaf community?"
- The Minister for Social Security tabled an answer on 7th April 2025 to the following question asked by Deputy K.M. Wilson of St. Clement –
"Will the Minister detail the current work of the Jersey Cannabis Agency and will he clarify whether this agency has considered any further development of psilocybin cultivation in the Island, and, if so, provide details of –
- the number of individuals or companies that have registered an interest in the development of a market in this area;
- any progress that has been made to develop the market conditions for this product in the Island;
- the business areas under consideration (e.g. cultivation, export, retail);
- the potential economic value to the Island; and
- the number of licences applied for to develop these products?"
- The Minister for Health and Social Services tabled an answer on 14th April 2025 to the following question asked by Deputy K.M. Wilson of St. Clement –
"Will the Minister advise what patient services are currently provided at the Enid Quenault Health and Wellbeing Centre and, for each such service during the period since the Centre opened to the end of February 2025, state the number of –
- scheduled clinics provided, broken down by month and speciality;
- appointments available, broken down by month and specialty;
- appointments attended and missed (including the reason for non-attendance), broken down by month, specialty and Parish;
- complaints received about the services provided and any themes emerging from these complaints;
- compliments received about the services provided and the themes emerging from this feedback; and
- bank and agency staff employed, broken down by month for each of the services operating in the centre, and categorised by –
- grade of staff; and
- numbers of hours worked?"
- The Chief Minister tabled an answer on 14th April 2025 to the following question asked by Deputy M.B. Andrews of St. Helier North –
"Will the Chief Minister state how much the Government has spent on consultants, excluding those permanently employed in Health and Care Jersey, during 2024 and 2025 to date; and will he advise what actions, if any, are being taken to minimise the expenditure on consultants?"
- The Chair of the States Employment Board tabled an answer on 14th April 2025 to the following question asked by Deputy M.B. Andrews of St. Helier North –
"Will the Chair advise how many staff were employed during 2024 across the Public Sector at Grade 11 and above, broken down by Grade?"

"Will the Minister share a timeline for the introduction of legislation placing a statutory duty on the Minister to provide palliative care and end-of-life care, including when it will be brought to the Assembly, and will the Minister also outline –
- the key provisions of this duty and explain how it will enhance the quality and accessibility of care; and
- how he plans to ensure that sufficient funding and resources are allocated to implement this duty effectively, given that it is linked to the delivery of the Assisted Dying Law;
and if no such provision for palliative care is due to be included, will the Minister explain why not?"
- The Minister for Treasury and Resources tabled an answer on 14th April 2025 to the following question asked by Deputy S.M. Ahier of St. Helier North –
"In relation to the connection of homes to mains water by Jersey Water, will the Minister, as shareholder representative, advise –
- the number of properties that rely on boreholes for their water supply;
- the number of properties, if any, that have been connected to mains water in each of the last five years;
- the amount, in metres, that the mains network has been extended in each of the last five years;
- the budget allocated each year by Jersey Water to connect properties to mains water;
- the estimated timeframe to connect all Islanders to mains water; and
- the cost, in total, of enabling all Islanders to have access to mains water?"
- The Minister for Children and Families tabled an answer on 14th April 2025 to the following question asked by Deputy H.M. Miles of St. Brelade –
"Further to the Minister's response to Written Question 351/2024, in relation to CYPES undertaking a needs analysis and review of Short Breaks provision (daytime and overnight) in Jersey, will the Minister advise when that review will be completed and published?"

"In relation to Oakwell Children's Short Breaks Home, will the Minister state, for each of the last five years –
- the total cost of running the home;

- The Chair of the Comité des Connétable s tabled an answer on 14th April 2025 to the following question asked by Deputy H.M. Miles of St. Brelade –
"Following the publication of Parish Assemblies: A Better Legislative Framework' (R.187/2024) by the Jersey Law Commission, will the Chair outline what action, if any, the Comité intends to take to update the Loi (1804) au sujet des Assemblées Paroissiales and the Loi (1905) au sujet des Assemblées Paroissiales in order to modernise the form and functions of the Parish Assembly, including membership, voting rights and public notices of holding an Assembly?"

"In relation to Jersey's High Value Residency scheme, will the Chief Minister state the number of dependants who have arrived with the main applicant, broken down into separate categories (such as partner, children or staff), for each of the last 10 years?"

"Further to his answer during questions without notice on 1st April 2025, will the Minister state whether it is forecast that Heath and Care Jersey will overspend in 2025 and, if so, will he detail –
- the estimated total overspend for the year;
- the factors that are driving the overspend; and,
- whether the overspend will be added to the current departmental budget to set a new baseline for funding in future years?"
- The Minister for External Relations tabled an answer on 14th April 2025 to the following question asked by Deputy A.F. Curtis of St. Clement –
"Will the Minister provide an update on the work to enable UK credit card agencies to provide cards and services to Jersey residents and, furthermore, detail –
- what work by his department, if any, remains outstanding;
- what obstacles, if any, still exist that prevent the exchange of data for the issuing of credit cards; and
- the expected timeline for any work to be undertaken by the Government of Jersey?"
- The Minister for Health and Social Services tabled an answer on 14th April 2025 to the following question asked by Deputy K.M. Wilson of St. Clement –
"Will the Minister advise what evaluation, if any, has been undertaken of the transport links to, and parking facilities at, the Enid Quenault Health and Wellbeing Centre and, if no such evaluation has taken place, will the Minister explain why not; and will he provide details of the numbers of patients travelling to the Centre for appointments on foot, by car, by public transport, by taxi and by the patient transport system?"
- The Minister for Social Security tabled an answer on 14th April 2025 to the following question asked by Deputy K.M. Wilson of St. Clement –
"Will the Minister detail what plans, if any, exist to address the increases in fees and costs for nursing and residential care provided in the private sector and explain –
- what steps, if any, are to be taken to support those currently in receipt of nursing and residential care affected by these fee increases and struggling to pay fees amidst the cost-of- living pressures in the Island;
- what actions are being taken in response to the report entitled Financial review of the domiciliary care market in Jersey to establish the costs of independent sector services and provide options for standard pricing tariffs'; and
- when the above report's recommendations will receive a response and be actioned, advising which officer role is responsible for leading this work stream?"
- The Minister for Infrastructure tabled an answer on 14th April 2025 to the following question asked by Deputy M. Tadier of St. Brelade –
"Will the Minister explain what public access there is to the toilets at the Nude Dunes development and on what basis any such access exists?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion' (R.3/2021).
