Charities (Reportable Matters) (Jersey) Order 2025. Minister for External Relations.

The Charities (Reportable Matters) (Jersey) Order 2025 provides that, in addition to the matters listed in Article 19(1)(a) to (g) of the Charities (Jersey) Law 2014 ("the Law"), 2 further matters are "reportable matters" in relation to a person. The Law requires a person who is a governor of a registered charity, or of an entity applying for registration as a charity, to report any reportable matter in relation to the person to the Jersey Charity Commissioner and to the charity or entity. The additional reportable matters are the fact that a person has a conviction, whether or not spent, for an offence against a vulnerable person (as defined in the Order) and the fact that a person has any other unspent convictions (excluding convictions that are already reportable matters under the Law).

The Order comes into force on 1st June 2025.

The Order was made on 14th May 2025 and came into force on 1st June 2025.

Immigration (Fees) (Jersey) Amendment Order 2025. Minister for Justice and Home Affairs.

This Order amends the Immigration (Fees) (Jersey) Order 2022. This Order increases, by between 5% and 7.2%, the fees payable for applications for limited and unlimited leave to remain and for passports (other than temporary emergency passports). The fees were most recently increased with effect from 1st June 2024.

This Order comes into force on 1st June 2025.

The Order was made on 22nd May 2025 and came into force on 1st June 2025.

Education Law and Order (Jersey) Amendment Order 2025. Minister for Education and Lifelong Learning.

This Order amends the Education (Jersey) Law 1999 (the "Law") and the Education (Grants and Allowances) (Jersey) Order 2018 (the "2018 Order") to amend the definition of higher education and to alter the provision for students undertaking distance learning courses. This Order also makes other minor and consequential amendments to the 2018 Order.

Article 1 states that Part 1 amends the Law.

Article 2 amends the description of courses of higher education in Schedule 2 to the Law. Article 3 states that Part 2 amends the 2018 Order.

Article 4 inserts new definitions into Article 1 of the 2018 Order, including the meanings of "credit", "course", "degree programme" and "module". It also amends the definition of "higher education" in the 2018 Order.

Article 5 deletes references to 2 Laws from Article 3A(1)(c) so that benefits paid under those Laws will no longer be included as "income" for the purposes of the 2018 Order.

Article 6 amends Article 6 of the 2018 Order to clarify circumstances in which the income of an independent student's spouse, civil partner or partner is not taken into account when calculating the student's relevant income.

Article 7 amends Article 8 of the 2018 Order to give the Minister for Education and Lifelong Learning discretionary powers to determine whether the education provided by a higher education institute is of a standard that meets the eligibility criteria for a student to be considered for a grant.

Article 8 amends Article 9 of the 2018 Order to clarify that a post-graduate student may be eligible for a grant to undertake a full-time course in preparation for a professional examination only if that examination is of a standard higher than the standard of –

examinations at advanced level for the General Certificate of Education; or

the examination for the National Certificate or the National Diploma.

Article 9 amends Article 11 of the 2018 Order to introduce the new Schedule. This Schedule is inserted by Article 14 of this Order and sets out how tuition fees grants and maintenance grants are to be calculated for students undertaking distance learning courses. The Schedule also defines "credit accumulation and transfer" and the relevant income of a student undertaking a distance learning course.

Article 10 inserts new Article 13CB into the 2018 Order. This new Article provides that a student who is detained in prison is not entitled to a maintenance grant during their detention.

Article 11 deletes Article 17 (distance learning course grant) of the 2018 Order. Article 17 is redundant since grants awarded to students undertaking distance learning courses will no longer be calculated in that way.

Article 12 amends Article 20 of the 2018 Order so that a student undertaking a 4-year full-time distance learning course is treated in the same way as a student undertaking a 4-year full-time in-person course. This means that if an equivalent 3-year full-time course could be undertaken instead, the amount of tuition fees grant or maintenance grant awardable to a student are each reduced by 25%.

Article 13 amends Article 29 of the 2018 Order to clarify circumstances in which a student may have their grant or allowance withdrawn and may have to repay all or part of a grant or allowance they have already received.

Article 15 gives the title of the Order and states that it comes into force 7 days after it is made. The Order was made on 29th May 2025 and comes into force on 5th June 2025.

"Further to media reports that Jersey Airport has been placed in "Special Attention" by the Office of the Director of Civil Aviation due to the change in Operational Leadership, will the Minister advise whether there were any other reasons for the Airport being placed in Special Attention, in particular whether it was due to either security lapses or a lack of qualified air traffic control personnel; and if such other situations have impacted the position of the Airport, what actions are being taken to rectify these; and will he further state whether the Airport was at imminent risk of being shut down by the relevant authorities?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.

Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion' (R.3/2021).
