In the first paragraph, substitute the word "Ensure" with the words "Actively explore the creation of" and substitute the words "are created in the north of" with the word "in". After the words "new housing developments" remove the words "at Millennium Park and Anne Court".

COUNCIL OF MINISTERS

Note:  After this amendment, the proposition would read as follows –

THE STATES are asked to decide whether they are of opinion

in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the Appendix to this Proposition, except that on page 18 of the Appendix to the Proposed Common Strategic Policy 2018–22 (Section 5: Strategic priorities), in the list of bullet-points, after the penultimate bullet-point, to insert a new bullet-point worded as  follows:  "Actively  explore  the  creation  of  purpose-built  youth facilities  in   St. Helier ,  in  close  proximity  to  new  housing developments".

REPORT

Putting children first' is one of the 5 strategic priorities. The Council of Ministers are committed to improving services and facilities for young people in Jersey, making Jersey the very best place for children to grow up. The creation of new youth facilities also aligns to the Common Strategic Policy ("CSP") commitment to develop great liveable communities' (CSP page 17) and the cross cutting theme of Making St. Helier a more desirable place to live (CSP page 19).

The Council of Ministers propose a further amendment so that all options for the creation of purpose built youth facilities in St. Helier can be explored.

Financial implications

The Council of Ministers will bring forward spending proposals to support the Common Strategic Policy in the government Plan.

Manpower implications

Implications for staffing and resourcing will be developed in the Government Plan and departmental planning process.
