After the words "Appendix to this Proposition", insert the words ", except that on page 22 of the Appendix to the Proposed Common Strategic Policy 2018–22, under the section heading "4 Ongoing Initiatives", in the paragraph headed "A States Assembly and Council of Ministers that works together for the common good", after the words "States Members;" insert the words "the way in which we engage the Public in the work of the States Assembly;".".

Note:  After this amendment, the proposition would read as follows –

THE STATES are asked to decide whether they are of opinion

in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the Appendix to this Proposition, except that on page 22 of the Appendix to the Proposed Common Strategic Policy 2018–22, under the section heading "4 Ongoing Initiatives", in the paragraph headed "A States Assembly and Council of Ministers that works  together  for  the  common  good",  after  the  words  "States Members;" insert the words "the way in which we engage the Public in the work of the States Assembly;".

REPORT

The Common Strategic Policy includes an ongoing initiative on the Assembly and the Council of Ministers working together for the common good. A number of features of this are described in the text, including working with Scrutiny and better consultation with States Members. However, these initiatives are all inward-looking, and there is nothing about how the States Assembly – and the Council of Ministers – will engage the  Public.  This  is  essential  in  order  for  Jersey  to  have  a  vibrant  and  inclusive democracy. Public engagement with the work of the Assembly and the Executive should be at the heart of how we work, not an optional extra. The Privileges and Procedures Committee has a strategy on engaging the Public (R.5/2017) which has driven initiatives such as the successful introduction of e-petitions and the new States Assembly website and this, plus any plans from the Council of Ministers to engage more effectively with the people of the Island, should be reflected in the Common Strategic Policy.

Financial and manpower implications

There are no additional financial or manpower implications for the States arising from this amendment.
