Substitute the words "Attend schools that have guaranteed minimum 15% headroom funding so that there are well-resourced classrooms that can support learning" with the words "Be able to attend schools that are well-resourced, including good levels of financial headroom so that schools can positively support the achievement of the best outcomes for all children".

Note: After this amendment, the proposition would read as follows –
THE STATES are asked to decide whether they are of opinion
in accordance with Article 18(2)(e) of the States of Jersey Law 2005, to approve the statement of the Common Strategic Policy of the Council of Ministers as set out in the Appendix to this Proposition, except that on page 9 of the Appendix to the Proposed Common Strategic Policy 2018–22 (Section 5: Strategic priorities), in the section headed "What we will achieve", at the end of the list of bullet-points, to insert a new bullet-point worded as follows: "Be able to attend schools that are well- resourced, including good levels of financial headroom so that schools can positively support the achievement of the best outcomes for all children".

REPORT
Ensuring appropriate levels of funding in schools will be critical to meeting the ambitions set out for children in the Common Strategic Policy. School funding is much broader than just the percentage of headroom funding a school has within its budget, and includes several other factors of equal importance. Setting a percentage commitment now could limit the flexibility and consideration of other factors that is required.
School funding as a whole will be reviewed as part of the Government Plan which will be brought forward in 2019. This will include all aspects of school budgets that when combined with headroom funding, will deliver sufficient resources to ensure high quality education within schools.
The Council of Ministers, therefore, urges the Assembly to accept this Amendment on the basis of its commitment to actively review all aspects of school funding as part of the Government Plan.
Financial implications
The Council of Ministers will bring forward in the government plan spending proposals to support their common Strategic Priorities.
Manpower implications
Implications for staffing and resourcing will be developed in the government Plan and departmental planning process.
