The States of Jersey Law 2005 states that the Chief Minister shall establish, maintain, and publish a consolidated list of:
- The functions being discharged by the Chief Minister and by each Minister;
- The functions delegated by the Chief Minister and each Minister, and to whom; and
- which Minister is discharging the functions, for the time being, of another Minister (unless if so immediate and of such brief duration that it is not practicable to amend and publish the list to incorporate the information before the end of the period).1
For each of their responsibilities, Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge them on their behalf, and will discharge their responsibilities in accordance with the Ministerial Code.2
If deemed required, Ministers may, with the consent of the Chief Minister, establish Ministerial Groups to discuss cross-portfolio matters to assist with the coordination of policy and consensus decision-making, and the terms of references for these will be published on gov.je.3
This report details functions and delegations as of the date it is published. If any further delegations are made post publishing, these will be available on the Government of Jersey and/or the States Assembly websites.
Overview
The Chief Minister provides long term strategic direction and the chairing of the Council of Ministers, which is responsible for the Island's common strategic policy; co-ordinating the Government's policies and administration; and prioritising executive and legislative proposals.
The Chief Minister is also responsible for a range of prominent policy areas, including constitutional affairs and population and migration policy; provides direction on government communications; is responsible for digital services across government; and, as Chair of the States Employment Board, has responsibility for the employment of public servants. The Chief Minister has concurrent responsibility with the Minister for External Relations and Financial Services for Jersey's common external relations policy; and has responsibility for liaison with the non-ministerial States Bodies, these being:
