Extension of Cold Weather Bonus P.64/2023
THE STATES commenced consideration of a proposition of Deputy Beatriz Borges de Sousa Vaz Moreno Porée of St. Helier South entitled Extension of Cold Weather Bonus' (P.64/2023) and, adopting an amendment of Deputy Beatriz Borges de Sousa Vaz Moreno Porée of St. Helier South (P.64/2023), agreed that, for the existing paragraph, there should be substituted the following –
"that eligibility for the Cold Weather Bonus, or any similar financial support scheme that is proposed or implemented by the Government, should be extended to include those who are in receipt of 100% Long-Term Incapacity Allowance, who are below pensionable age and who have been ordinarily resident in Jersey for a continuous period of 5 years, and who otherwise qualify under paragraphs 2, 3 and 5 of Article 3 of the Schedule to the Social Security (Bonus) (Jersey) Law 2014, and to request the Minister for Social Security to take all necessary actions to allow the measures to be implemented by January 2024."

Law Revision Board: Appointment of Members P.67/2023
THE STATES, adopting a proposition of the Chief Minister entitled Law Revision Board: Appointment of Members' (P.67/2023), appointed, in accordance with the provisions of Article 15(2)(a) of the Legislation (Jersey) Law 2021, Deputy Sir Philip Martin Bailhache of St. Clement and Connétable Robert David Johnson of St. Mary as members of the Law Revision Board.
Funding for the Jersey Reds P.78/2023
THE STATES commenced consideration of a proposition of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter entitled Funding for the Jersey Reds' (P.78/2023) and, adopting an amendment of Deputy Lyndsay Victoria Feltham of St. Helier Central (P.78./2023 Amd.), agreed that, for the words "ensure that additional funding is provided by the States, to the Jersey Reds, to allow them to complete", there should be substituted the words "make funding available to the Jersey Reds, subject to the provision of a business case by the organisation that quantifies the benefits of the Club to the Island and demonstrates that the organisation will remain operational for".
THE STATES resumed consideration of the proposition of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter , as amended, and, adopting an amendment of Deputy Mary Rose Scott of St. Brelade (P.78/2023 Amd.(2)), agreed that, after the words "2023-2024 rugby season" there should be inserted the words –
", subject to inclusion within the proceedings of the Board of Jersey Reds of a senior representative from the Treasury and Exchequer Department and an independent representative from the business community, both to be involved in those proceedings in an advisory capacity."
THE STATES resumed consideration of the proposition of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter , as amended.
THE STATES noted that, in accordance with the provisions of Standing Order 106, Deputy Kristina Louise Moore of St. Mary , St. Ouen and St. Peter declared an interest in the subject of the proposition of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter in that she was landlord to a tenant whose employment with the Jersey Reds would cease if the club were to be liquidated.
Changes in Presidency
The Bailiff retired briefly from the Chamber during consideration of the proposition of Deputy Lyndon John Farnham of St. Mary , St. Ouen and St. Peter entitled Funding for the Jersey Reds' (P.78/2023) and the meeting continued under the Presidency of Mr. William John Charles Millow , Deputy Greffier of the States, until the Bailiff 's return.
