The Bailiff notified the Assembly that, in accordance with Standing Order 133(2), he had received a letter of resignation from the Public Accounts Committee from the Connétable of St. Ouen .

Public Accounts Committee – appointment of elected member

In accordance with the provisions of Standing Order 123(1), the Chair of the Public Accounts Committee nominated Deputy Mary Rose Le Hegarat of St. Helier North as a member of the Public Accounts Committee.

There being no other nominations, the Bailiff declared that Deputy Mary Rose Le Hegarat of St. Helier North had been duly appointed as an elected member of the Public Accounts Committee.

THE STATES, having been informed that the relevant scrutiny panel had indicated that it did not wish to scrutinise  the  draft legislation, commenced consideration of Regulations  1 and 2 and,  adopting an amendment of the Minister for Social Security (P.110/2022 Amd.), agreed that, in Regulation 2, for "on 1st January 2023" there should be substituted "7 days after they are made".

Changes in Presidency

The Bailiff retired from the Chamber during consideration of the Draft Social Security (Amendment of Law No. 17) (Jersey) Regulations 202- and the meeting continued under the Presidency of Mr. William John Charles Millow , Deputy Greffier of the States. The Bailiff returned to the Chamber during consideration of the same proposition and the meeting continued under his Presidency.

Skills Development Fund P.116/2022

THE STATES commenced consideration of a proposition of Deputy Max Brennan Andrews of St. Helier North entitled Skills Development Fund' (P.116/2022) and, adopting an amendment of the Council of Ministers (P.116/2022 Amd.), agreed that –

in paragraph (a), after the words "to agree in principle that a new Skills Development Fund,", the words "administered by Skills Jersey," should be deleted;

after paragraph (a) the following new paragraph (b) should be inserted and the remaining paragraphs re-named accordingly –

"(b) to request the Population and Skills Ministerial Group to undertake a review and feasibility

study into the establishment of Individual Lifelong Learning Accounts to be allocated to all working age residents of Jersey to enable lifelong reskilling and upskilling and that such a review should establish the feasibility of such accounts as well as provide options for their operation and their potential sources of funding, with the review being presented to the States Assembly no later than December 2024;": and

in the renamed paragraph (c) for the words "Social Security" there should be substituted the words "Children and Education" and, after the words "to engage with", there should be inserted "the Population and Skills Ministerial Group and other".

THE STATES, adopting the proposition of Deputy Max Brennan Andrews of St. Helier North, as amended –

  1. agreed in principle that a new Skills Development Fund, should be created to invest in the upskilling and reskilling of Islanders to meet skills gap and human labour needs across the economy;
  2. requested the Population and Skills Ministerial Group to undertake a review and feasibility study into the establishment of Individual Lifelong Learning Accounts to be allocated to all working age residents of Jersey to enable lifelong reskilling and upskilling and that such a review should establish the feasibility of such accounts as well as provide options for their operation and their potential sources of funding, with the review being presented to the States Assembly no later than December 2024;
  1. requested the Minister for Children and Education to engage with the Population and Skills Ministerial Group and other Stakeholders and to report back to the Assembly with proposed funding requirements for the Skills Development Fund no later than December 2023, such funding to be included within the Government Plan 2024-27; and
  2. requested the Minister for Treasury and Resources to create the fund no later than January 2024.
