This Order amends the Immigration (Fees) (Jersey) Order 2022. This Order increases the standard and express fees payable for passport applications. The express fees for applicants aged under 16 increase by 3.3%. All other standard and express fees increase by between 9.2% and 9.4% except temporary emergency passport fees, which remain unchanged. The fees were last increased with effect from 1st October 2019.
The Order was made on 3rd May 2023 and comes into force on 1st June 2023.

Road Traffic ( St. Helier ) (Amendment No. 39) (Jersey) Order 2023. Minister for Infrastructure.
This Order amends the Road Traffic ( St. Helier ) (Jersey) Order 1996 (the "1996 Order").
Article 2 amends Schedule 1 to add in Part 1 a route for one-way traffic and in Part 3 an exemption for buses.
Article 3 amends an entry in Schedule 4 relating to part of a road on which waiting is prohibited. Article 4 inserts a new entry into Schedule 5 where a road is closed to through traffic.
Article 5 makes various amendments to Schedule 6 to restrict vehicular access to pedestrian roads or provide for exemptions to those restrictions.
Article 6 amends an entry in Schedule 8 relating to part of a road which has a one-hour limit on paying parking places.
Article 7 amends Schedule 10, deleting one entry and adding one entry in Part 1, concerning parking a vehicle for the purposes of loading or unloading.
Article 8 amends an entry in Schedule 11 relating to the parking places for motor cycles and mopeds. Article 9 gives the citation and provides that the Order comes into force 7 days after it is made.

Planning and Building (Cannabis) (Miscellaneous Amendments) (Jersey) Order 2023. Minister for the Environment.
The Planning and Building (Cannabis) (Miscellaneous Amendments) (Jersey) Order 2023 amends the Planning and Building (Environmental Impact) (Jersey) Order 2006 and the Planning and Building (General Development) (Jersey) Order 2011, in respect of planning matters relating to the cultivation of cannabis and the production of cannabis products.
Article 1 amends Schedule 1 to the Planning and Building (Environmental Impact) (Jersey) Order 2006 to include within the list of developments for which an environmental impact assessment is required the construction, development or installation of a building, or the change of use of a building (in whole or in part), for the purpose of cultivation of plants of the genus Cannabis or for the production of products including any part of, or derivative from, plants of the genus Cannabis.
Article 2 amends the Planning and Building (General Development) (Jersey) Order 2011. In Schedule 1 (permitted development), Class AA in Part 3 is amended to exclude development of a building for the cultivation of plants of the genus Cannabis or the production of products including any part of, or derivative from, plants of the genus Cannabis, and alterations to enable or facilitate those purposes, so that an application for planning permission would be required in every such case. In Schedule 2 (use classes), Class D is replaced to exclude from general agricultural purposes the purpose of cultivation of plants of the genus Cannabis, or the production of products including any part of, or derivative from, plants of the genus Cannabis, so that planning permission would be required for such use.
Article 3 gives the citation and provides for commencement 7 days after the Order is made. The Order was made on 10th May 2023 and came into force on 17th May 2023.

Financial Services (Disclosure and Provision of Information – Person with Standing) (Jersey) Order 2023.

The Financial Services (Disclosure and Provision of Information – Person with Standing) (Jersey) Order 2023 prescribes that a creditor of an entity is a "person with standing" for the purposes of Article 19(9) of the Financial Services (Disclosure and Provision of Information) (Jersey) Law 2020 (the "Law").
Under Article 19 of the Law, a person with standing may apply to the Royal Court for a declaration that the dissolution of an entity under Article 16(5) of the Law is void. Persons with standing include the entity itself, a significant person of the entity, a nominated person for the entity, and the Attorney General. Article 2 of this Order provides, under Article 19(9)(e) of the Law, that a creditor of an entity dissolved under Article 16(5) of the Law is also a person with standing.
Article 3 provides that, before making an application to the Royal Court under Article 19 of the Law, the creditor must notify the registrar of companies that the application is to be made.
Article 4 gives the citation and provides that the Order will commence 7 days after it is made. The Order was made on 12th May 2023 and came into force on 19th May 2023.

Proceeds of Crime (Cannabis Exemption – List of Jurisdictions) (Amendment) (Jersey) Order 2023.

This Order removes South Africa from the list of jurisdictions in the Schedule to the Proceeds of Crime (Cannabis Exemption – List of Jurisdictions) (Jersey) Order 2021 to reflect the decision of the Financial Action Task Force (FATF) of 24 February 2023 to add South Africa to its list of jurisdictions under increased monitoring.
This Order comes into force 7 days after it is made.

"On page 13 of P.80/2022 it is stated: "Based on the latest assumptions of the Fiscal Policy Panel (FPP) and work of the Income Forecasting Group (IFG), income is forecast to exceed the forecasts in the current Government Plan 2022-25 by more than the costs of these measures.", will the Minister outline –
- what the latest forecasts are from the IFG or any other reliable sources, regarding income tax measures that were proposed in the 2022-2025 Government Plan; and
- by how much income from tax will exceed the earlier estimates, as per these forecasts, broken down by year across the period 2022-2025?"

"Further to assurances provided in late 2022 that he would meet with the officers to work on a plan to help homeowners pressured by the increase in mortgage rates, will the Minister explain –
- what actions have been taken since then for affected homeowners and what support is currently available for those impacted by this situation; and
- given the further recent rise in the Bank of England rate, what actions does the Minister intend to take to support homeowners at risk of losing their homes, if they are unable to keep up with the increased mortgage payments?"

"Regarding the Tourism Development Fund, will the Minister confirm –
- whether this fund is still active, and if it is, what the current balance is, and what plans are in place for the next three years to utilise the funds; and
- how much has been paid in and out of the fund each year since its establishment and to whom?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion' (R.3/2021). The report states that discretion may be exercised to allow for a longer speech than 15 minutes where the member speaking is designated as the main respondent' to the debate.
