THE STATES commenced consideration of a proposition of Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter entitled Cash payment at Government Sports facilities' (P.10/2024) and, adopting the first part of the amendment of the Minister for Infrastructure (P.10/2024 Amd.) agreed that, after the words "sport facilities", there should be inserted "that have previously accepted cash payments".
THE STATES, adopting the second part of the amendment of the Minister for Infrastructure, agreed that, in paragraph (b), after the words "across all" there should be inserted "relevant".

THE STATES adopting the proposition of Deputy Lucy Kate Frances Stephenson of St. Mary , St. Ouen and St. Peter , as amended –
- requested the Minister for Infrastructure to reintroduce the ability for members of the public to pay in cash at Government run sport facilities that had previously accepted cash payments by June 2024; and
- requested the Council of Ministers to review current and planned Government policies regarding cash payments across all relevant departments and facilities by June 2024, to ensure that Islanders were not being unfairly disadvantaged or prevented from accessing services.

Update of Higher Education Student Funding P.12/2024
THE STATES commenced consideration of a proposition of Deputy Inna Gardiner of St. Helier North entitled Update of Higher Education Student Funding' (P.12/2024) and, adopting the seventh, eighth, ninth, tenth and eleventh parts of the amendment of the Minister for Infrastructure (P.10/2024 Amd.) agreed that –
in paragraph (f), after the words "inflation and relative earnings" there should be inserted "in a sustainable and affordable way, subject to the necessary funding being allocated";
in paragraph (g) for the word "introduce" there should be substituted "research and consider introducing";
in paragraph (h) after the words "if adopted," there should be inserted "subject to the necessary funding being allocated,";
in paragraph (i) the words "with a view to increasing the threshold of relevant assets for those families where their only income is from rental of secondary properties" should be deleted, and for the word "2024" there should be substituted "2025"; and
in paragraph (j) for the words "undertake a consultation into making student loans available to Island students" there should be substituted "assess the long-term financial viability of any student loan scheme for Island students and undertake a consultation if appropriate".
THE STATES resumed consideration of the amendment of the Minister for Infrastructure, and, adopting the first, second, third, fourth, fifth and sixths parts of the amendment, agreed that –
after the words "Lifelong Learning" there should be inserted ", following consultation with the Chief Minister and Council of Ministers as appropriate,";
in paragraph (a), for the words "fund all" there should be substituted "explore new additional funding options for", and the words "to the same level as in-person courses, following the same funding application process and criteria" should be deleted.
in paragraph (b), for the words "classify a student who has been, and continues to be, living financially independently of their parents or guardians for at least 1 year before the first academic year of the student's course as" there should be substituted "review the classification criteria for", and after the words "an independent student" there should be inserted ", taking into account the criteria elsewhere in the British Isles, and consider the implementation of changes that would deliver enhanced targeted support";
in paragraph (c), for the word "include" there should be substituted "consider the inclusion of", and after the words "clinical component grant" there should be inserted ", if appropriate";
in paragraph (d), for the words "implement guidance to ensure that" there should be substituted "work with the Minister for Health and Social Services to review the scope for", for the words "captures, but is not limited to," there should be substituted "including consideration of", and after the words "following areas" there should be inserted ", if appropriate"; and
in paragraph (e), after the words "to implement" there should be inserted "any outcomes of", after the words "if adopted," there should be inserted "subject to the necessary funding being allocated," and for the word "2024" there should be substituted "2025".

The STATES, adopting the proposition of Deputy Inna Gardiner of St. Helier North, as amended, requested the Minister for Education and Lifelong Learning, following consultation with the Chief Minister and Council of Ministers as appropriate, to –
- agree to explore new additional funding options for distance learning courses;
- review the classification criteria for an independent student, taking into account the criteria elsewhere in the British Isles, and consider the implementation of changes that would deliver enhanced targeted support;
- consider the inclusion of related subjects' as eligible for a clinical component grant, if appropriate;
- work with the Minister for Health and Social Services to review the scope for the clinical course allowance for related subjects', including consideration of the following areas, if appropriate –
- Paramedic science;
- Pharmacy;
- Occupational Therapy;
- Podiatry; and
- Physiotherapy/Chiropractic/Osteopathy;
- bring forward the necessary legislative changes to the Education (Grants and Allowances) (Jersey) Order 2018 to implement any outcomes of the preceding paragraphs, if adopted, subject to the necessary funding being allocated, with such changes to take effect from the start of the academic year in September 2025;
- update thresholds for means tested funding in line with inflation and relative earnings in a sustainable and affordable way, subject to the necessary funding being allocated;
- research and consider introducing a sliding scale for the amount of tuition fees that may be awarded;
- bring forward the necessary legislative changes to the Education (Grants and Allowances) (Jersey) Order 2018 to implement paragraphs (f) and (g), if adopted, subject to the necessary funding being allocated, with such changes to take effect from the start of the academic year in September 2025;
- review the threshold for relevant assets detailed within Article 12A of the Education (Grants and Allowances) (Jersey) Order 2018, and to report back to the Assembly on the findings and recommendations of such review no later than December 2025; and
- work with the Minister for Treasury and Resources to assess the long-term financial viability of any student loan scheme for Island students and undertake a consultation if appropriate.
