Education (Grants and Allowances) (Amendment No. 2) (Jersey) Order 2022. Minister for Children and Education.
This Order amends the Education (Grants and Allowances) (Jersey) Order 2018 (the "2018 Order") to make provision about determining the relevant income in respect of certain dependent students living with a single parent, for the purposes of an application for a student grant.
Article 1 provides that the Order amends the 2018 Order.
Article 2 amends Article 4 of the Order, to signpost the modifications to that Article in relation to certain dependent students (those living with a single parent who meet the other conditions in new Article 6A).
Article 3 inserts a new Article 6A which applies to dependent students living with a single parent, who are applying for a grant for the academic year beginning on 1st September 2022 or later, in respect of a course for which the student was eligible for consideration for a grant in the 2021 academic year under the Education (Grants and Allowances) (Academic Year 2021-2022) (Jersey) Order 2021 (which applied to students living in single parent households). Article 6A does not apply in relation to first time applicants. Paragraph (3) of the new Article provides that 2 courses in higher education that together lead to a single qualification (such as a foundation degree followed by a one year "top-up" degree course) are to be treated as a single course for the purposes of the conditions in Article 6A(1). Where new Article 6A applies, the relevant income in respect of the student is the single parent's gross income for the preceding calendar year (and Article 4 of the 2018 Order is modified accordingly).
Article 4 gives the citation of the Order and provides that it comes into force 7 days after it is made. The Order was made on 19th January 2022 and came into force on 26th January 2022.

Bank (Recovery and Resolution) (Amendment – Composition of Authority) (Jersey) Order 2022. Minister for External Relations and Financial Services.
This Order amends Article 5 of the Bank (Recovery and Resolution) (Jersey) Law 2017 to remove the requirement that one of the members of the Jersey Resolution Authority should be a representative of the Minister for External Relations and Financial Services. The Order comes into force at the same time as the Law that it amends.
The Order was made on 21st January 2022 and came into force on 31st January 2022.

Motor Vehicles (Driving Licences) (Amendment No. 17) (Jersey) Order 2022. Minister for Infrastructure.
This Order amends the Motor Vehicles (Driving Licences) (Jersey) Order 2003 so as to show additional ways in which an "L" plate on a motor cycle or moped or a "P" plate on a motor cycle may be incorporated into the vehicle's number plate. This Order also replaces existing diagrams so that the measurements are shown in millimetres instead of inches in all the diagrams in the Order showing how the letters "L" or "P" may be displayed.
This Order comes into force 7 days after the day it is made.
The Order was made on 25th January 2022 and came into force on 1st February 2022.

Motor Vehicle Registration (General Provisions) (Amendment No. 22) (Jersey) Order 2022. Minister for Infrastructure.
This Order amends the Motor Vehicle Registration (General Provisions) (Jersey) Order 1993 so that the requirements relating to the display of a motor vehicle registration mark and number plate take account of the options under the Motor Vehicle (Driving Licences) (Jersey) Order 2003 for displaying an "L" plate or "P" plate within the margins of a number plate.
This Order comes into force 7 days after the day it is made.
The Order was made on 25th January 2022 and come into force on 1st February 2022.

Covid-19 (Workplace Restrictions – Repeal) (Jersey) Order 2022. Minister for Health and Social Services.
This Order repeals the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, thereby removing the remaining restrictions on workplaces, including the requirements to wear masks and for visitors to provide contact tracing data.
This order comes into force on 1st February 2022.
The Order was made on 28th January 2022 and came into force 1st February 2022.

Covid-19 (Screening, Assessment and Isolation – Partial Suspension) (Jersey) Order 2022. Minister for Health and Social Services.
This Order suspends the effect of Regulation 4 of the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020. That Regulation currently requires travellers to self-isolate on arriving in Jersey unless given written permission by an authorised officer to do otherwise (subject to certain exceptions). The suspension starts on Monday 7th February 2022 (immediately after midnight in the night between the Sunday and Monday) and continues indefinitely unless this Order is revoked. However, the suspended Regulation, and all of the rest of the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020, are currently due to expire at the end of 30th April 2022, at which point this Order will no longer have any effect.
The Order was made on 3rd February 2022 and came into force on 7th February 2022.

Royal Court (Amendment No. 27) Rules 2022. Superior Number of the Royal Court.
Rule 17/3(1) of the Royal Court Rules 2004 lists the types of non-contentious business generally able to be transacted before the Judicial Greffier in chambers.
These Rules add to the list in Rule 17/3(1) the following business under the Judgments (Reciprocal Enforcement) (Jersey) Law 1960 –
- the registration under Article 4 of that Law of judgments to which Part 2 of that Law applies (i.e. judgements of courts outside Jersey referred to in the Schedule to the Judgments (Reciprocal Enforcement) (Jersey) Act 1973);
- the issue of certified copies of judgments and certificates under Article 11 of that Law (Article 11 enables a judgment creditor to obtain a certified copy of the relevant judgment for enforcement outside Jersey; such copies were issued by the Bailiff but will now be issued by the Judicial Greffier).
These Rules were made by the Superior Number of the Royal Court on 3rd February 2022 and come into force on 10th February 2022.

Judgments (Reciprocal Enforcement) (Amendment) Rules 2022. Superior Number of the Royal Court.
Under Article 11 of the Judgments (Reciprocal Enforcement) (Jersey) Law 1960 ("the 1960 Law") a judgment creditor in the Royal Court may obtain a certified copy of the judgment with a view to enforcing the judgment outside Jersey.
In 2018 the Petty Debts Court was empowered to give judgment for sums of up to £30,000.
These Rules amend the Judgments (Reciprocal Enforcement) Rules 1961 ("the 1961 Rules") in 2 respects:
- to enable a judgment creditor in the Petty Debts Court to apply to the Judicial Greffier for the judgment to be entered as a judgment of the Royal Court. The judgment must be for £500 or more and the Judicial Greffier must be satisfied that it is appropriate (in accordance with practice directions) to enforce the judgment against assets outside Jersey. Upon a Petty Debts Court judgment being registered in accordance with the new procedure, the judgment creditor may obtain a certified copy of the judgment with a view to enforcing the judgment outside Jersey in the same way as a Royal Court judgment;
- to delete Rule 2 of the 1961 Rules which listed non-contentious business under the 1960 Law able to be transacted before the Judicial Greffier. Provision to the same effect is now made in Rule 17/3 of the Royal Court Rules 2004 (which lists non-contentious business generally able to be transacted before the Judicial Greffier).
These Rules were made by the Superior Number of the Royal Court on 3rd February 2022 and come into force on 10th February 2022.

- the number in Physiotherapy who resigned;

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
