Education (Grants and Allowances) (Amendment No. 2) (Jersey) Order 2022. Minister for Children and Education.
This Order amends the Education (Grants and Allowances) (Jersey) Order 2018 (the "2018 Order") to make provision about determining the relevant income in respect of certain dependent students living with a single parent, for the purposes of an application for a student grant.
Article 1 provides that the Order amends the 2018 Order.
Article 2 amends Article 4 of the Order, to signpost the modifications to that Article in relation to certain dependent students (those living with a single parent who meet the other conditions in new Article 6A).
Article 3 inserts a new Article 6A which applies to dependent students living with a single parent, who are applying for a grant for the academic year beginning on 1st September 2022 or later, in respect of a course for which the student was eligible for consideration for a grant in the 2021 academic year under the Education (Grants and Allowances) (Academic Year 2021-2022) (Jersey) Order 2021 (which applied to students living in single parent households). Article 6A does not apply in relation to first time applicants. Paragraph (3) of the new Article provides that 2 courses in higher education that together lead to a single qualification (such as a foundation degree followed by a one year "top-up" degree course) are to be treated as a single course for the purposes of the conditions in Article 6A(1). Where new Article 6A applies, the relevant income in respect of the student is the single parent's gross income for the preceding calendar year (and Article 4 of the 2018 Order is modified accordingly).
Article 4 gives the citation of the Order and provides that it comes into force 7 days after it is made. The Order was made on 19th January 2022 and came into force on 26th January 2022.

Bank (Recovery and Resolution) (Amendment – Composition of Authority) (Jersey) Order 2022. Minister for External Relations and Financial Services.
This Order amends Article 5 of the Bank (Recovery and Resolution) (Jersey) Law 2017 to remove the requirement that one of the members of the Jersey Resolution Authority should be a representative of the Minister for External Relations and Financial Services. The Order comes into force at the same time as the Law that it amends.
The Order was made on 21st January 2022 and came into force on 31st January 2022.

Motor Vehicles (Driving Licences) (Amendment No. 17) (Jersey) Order 2022. Minister for Infrastructure.
This Order amends the Motor Vehicles (Driving Licences) (Jersey) Order 2003 so as to show additional ways in which an "L" plate on a motor cycle or moped or a "P" plate on a motor cycle may be incorporated into the vehicle's number plate. This Order also replaces existing diagrams so that the measurements are shown in millimetres instead of inches in all the diagrams in the Order showing how the letters "L" or "P" may be displayed.
This Order comes into force 7 days after the day it is made.
The Order was made on 25th January 2022 and came into force on 1st February 2022.

Motor Vehicle Registration (General Provisions) (Amendment No. 22) (Jersey) Order 2022. Minister for Infrastructure.
This Order amends the Motor Vehicle Registration (General Provisions) (Jersey) Order 1993 so that the requirements relating to the display of a motor vehicle registration mark and number plate take account of the options under the Motor Vehicle (Driving Licences) (Jersey) Order 2003 for displaying an "L" plate or "P" plate within the margins of a number plate.
This Order comes into force 7 days after the day it is made.
The Order was made on 25th January 2022 and come into force on 1st February 2022.

Covid-19 (Workplace Restrictions – Repeal) (Jersey) Order 2022. Minister for Health and Social Services.
This Order repeals the Covid-19 (Workplace Restrictions) (Jersey) Order 2020, thereby removing the remaining restrictions on workplaces, including the requirements to wear masks and for visitors to provide contact tracing data.
This order comes into force on 1st February 2022.
The Order was made on 28th January 2022 and came into force 1st February 2022.

Covid-19 (Screening, Assessment and Isolation – Partial Suspension) (Jersey) Order 2022. Minister for Health and Social Services.
This Order suspends the effect of Regulation 4 of the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020. That Regulation currently requires travellers to self-isolate on arriving in Jersey unless given written permission by an authorised officer to do otherwise (subject to certain exceptions). The suspension starts on Monday 7th February 2022 (immediately after midnight in the night between the Sunday and Monday) and continues indefinitely unless this Order is revoked. However, the suspended Regulation, and all of the rest of the Covid-19 (Screening, Assessment and Isolation) (Jersey) Regulations 2020, are currently due to expire at the end of 30th April 2022, at which point this Order will no longer have any effect.
The Order was made on 3rd February 2022 and came into force on 7th February 2022.

"Further to my oral questions to the Minister on 18th January 2022 regarding the Norfolk Police Investigation, will the Minister state whether Norfolk Police advised him and his Director General that one of his officers had wilfully lied under oath in court as a prosecution witness, and that although this failed to meet the criminal test of perjury, the officer had in fact wilfully lied; and, if so, will the Minister state whether this was acceptable and advise members what actions he proposes to take regarding this officer?"

"Will the Chair advise whether the States Employment Board is considering, or intends to consider, a trial of a 4-day working week for public sector employees; and what information is currently available to the Board regarding the pros and cons of such a scheme, including the impacts on productivity, wellbeing and employee recruitment and retention?"
- The Chief Minister tabled an answer on 31st January 2022 to the following question asked by the Connétable of St. Brelade :
"Will the Chief Minister advise what consideration, if any, was given to the legal ramifications of –
- the creation of Strategic Policy, Performance and Planning (S.P.P.P.) as a Government department that not only leads policy but measures its performance;
- the transfer of Statistics Jersey from the Chief Minister's Department to Strategic Policy, Performance and Planning; and
- the combination of the statutory role of the Chief Statistician with S.P.P.P.'s Director of Analytics;
and will he further advise what monitoring is undertaken, and what independent, expert review is sought, to ensure that any prospective conflicts arising from these arrangements are addressed and that these arrangements remain lawful and within the spirit of the Statistics and Census (Jersey) Law 2018; and are consistent with the production of impartial data and the independent political power of the Chief Statistician in accordance with the Fundamental Principles of Statistics and related statistical standards produced by the United Nations?"
- The Minister for Children and Education tabled an answer on 31st January 2022 to the following question asked by Deputy L.M.C. Doublet of St. Saviour :
"In relation to swimming lessons within schools, will the Minister state –
- what the education curriculum requires;
- when the current curriculum was put in place, when it was last reviewed and what plans, if any, there are to review it in the future;
- who is responsible for overseeing physical education and, in particular, swimming, as identified within the curriculum;
- what swimming tuition is provided for children in each Jersey primary school and to which year group(s) this is provided; and
- who currently provides swimming tuition (broken down by school) and what specialist qualifications they hold?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion' (R.3/2021). The report states that discretion may be exercised to allow for a longer speech than 15 minutes where the member speaking is designated as the main respondent' to the debate.
