Revenue Administration (Information Sharing) (Jersey) Amendment Order 2025. Minister for Treasury and Resources.

This Order amends the Revenue (Information Sharing) (Jersey) Order 2024 to reflect amendments to the Statistics and Census (Jersey) Law 2018 made by the Statistics and Census (Jersey) Amendment Law, which was adopted by the States on 10th September 2024. These amendments replace Statistics Jersey with the Office of the Chief Statistician. The Order also allows statistical information to be shared with the Income Forecast Group for the purpose of enabling and assisting it to prepare the general estimate of Jersey’s public finances.

The amendments relating to the replacement of Statistics Jersey with the Office of the Chief Statistician come into force when the Statistics and Census (Jersey) Amendment Law comes into force. The other amendments come into force on the day after the Order is made.

The Order was made on 7th February 2025. Articles 2 and 3(2) come into force immediately after the Statistics and Census (Jersey) Amendment Law 202- comes into force and the rest of the Order came into force on 8th February 2025.

Road Traffic (Speed Limits) (Jersey) Amendment Order 2025. Minister for Infrastructure.

This Order amends the Road Traffic (Speed Limits) (Jersey) Order 2003 to reduce the speed limits on a number of roads. The roads are mostly in St. Mary with some speed reductions included for roads in St. Peter , St. Lawrence and part of 1 road in St. Helier . The opportunity has been taken to replace imperial measurements with metric measurements in all the entries relating to roads in St. Mary .

The Order comes into force 7 days after it is made.

The Order was made on 17th February 2025 and came into force on 24th February 2025.

Royal Court Amendment Rules 2025. Superior Number of the Royal Court.

The Royal Court Amendment Rules 2025 (the “Amendment Rules”) amend Rule 17/3 of the Royal Court Rules 2004 to add the following matters to the list of non-contentious business that may be transacted in chambers before the Judicial Greffier –

a declaration that the dissolution of an entity under the Financial Services (Disclosure and Provision of Information) (Jersey) Law 2020 is void;

a declaration that a certificate of dissolution issued under the Limited Liability Partnerships (Jersey) Law 2017 or the Limited Liability Partnerships (Dissolution and Winding Up) (Jersey) Regulations 2018 is void;

a declaration that the dissolution of a foundation under the Foundations (Winding up) (Jersey) Regulations 2009 is void.

The Amendment Rules come into force 7 days after they are made.

The Amendment Rules were made by the Superior Number of the Royal Court on 20th February 2025 and come into force on 27th February 2025.

Sanctions and Asset-Freezing (Implementation of External Sanctions – Director Disqualification) (Jersey) Amendment Order 2025.

This Order amends the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (“the Sanctions Order”) to disqualify a person who is subject to director disqualification sanctions in the UK from acting as a director of a company, or manager of a limited liability company, in Jersey.

Article 2 amends Article 5 of the Sanctions Order to provide that a licence under Article 5 is void from the time the licence was granted if the person who is granted the licence committed an offence under Article 5(4) (of providing false information or documents to obtain the licence). The effect of the amendment is that Article 4(2)(c) cannot save the person from having committed an offence under Article 4(1). This amendment is made for consistency with new Article 5C(3).

Article 3 inserts new Articles 5A to 5C. Article 5A defines when a person is subject to director disqualification sanctions, and provides that it is an offence for the person to act as a director of a company or as a manager of a limited liability company, or to directly or indirectly take part in or be concerned in the promotion, formation or management of a company or limited liability company, unless authorised by a licence under Article 5B. Article 5C provides for licensing offences. The effect of Article 5C(3) is that Article 5A(3) cannot save the person from having committed an offence under Article 5A(2).

Article 4 gives the name of the Order and provides for it to come into force 7 days after it is made. The Order was made on 20th February 2025 and comes into force on 27th February 2025.

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.

Discretion is exercised by the Presiding Officer in accordance with guidance issued by the Bailiff , following consultation with the Privileges and Procedures Committee. The current guidance was presented to the States in the report ‘Time Limits on Speeches in Debates: Guidance on the Exercise of Discretion’ (R.3/2021). The report states that discretion may be exercised to allow for a longer speech than 15 minutes where the member speaking is designated as the ‘main respondent’ to the debate.
