After the words "the draft Island Plan 2022-25" insert the words "except that –

  1. the following should be inserted within the list of sites to be zoned for affordable homes in Policy H5 – Provision of affordable homes –

 8. Field MY493 St. Mary (1.03 hectares/5.7 vergées)'; with the remaining items re-numbered accordingly ;

  1. the draft Island Plan 2022-25 be further amended in such respects as may be necessary consequent upon the adoption of (a); and
  2. the Draft Bridging Island Plan Proposals Map Part A – Planning Zones be amended to reflect the adoption of (a).".

to approve, in accordance with Article 3(1) of the Planning and Building (Jersey) Law 2002, as amended by the Covid-19 (Island Plan) (Jersey) Regulations 2021, the draft Island Plan 2022-25, "except that –

REPORT

The Parish of St. Mary is aware of the pressing need for affordable housing Island-wide and the Parish is keen to play its part in providing appropriate parcels of land. This amendment proposes the inclusion of Field MY493 ("the Field") as an additional site under Policy H5. The Field is considered an ideal site for development by the Parish.

The owner is content for the whole Field to be developed for affordable housing and, furthermore, is prepared to gift one third of the Field to the Parish for development by the Parish. This is obviously in the best interests of the Parish and of the island as a whole.

The  Parish  intends  that  this  development  provide  a  mix  of  housing  to  meet  a demonstrable existing need to provide affordable houses and to allow people to have a chance to own their own properties.

Financial and manpower implications

There are no financial or manpower implications in relation to the inclusion of the site as identified.

CRIA statement

This amendment has been assessed in relation to the Bridging Island Plan CRIA. Whilst this amendment will add an additional agricultural field to those already proposed to be made available for affordable housing, its aim is to increase the flexibility of the housing available within the Parish. These will ultimately benefit children growing up in the Island, who should have a right to live in suitable accommodation.
