After the words "the draft Island Plan 2022-25" should be inserted the words "except that –
- within Policy CI5, at point 3, the words "or increases" should be deleted and, after the words "use by the public" there should be inserted the words "or increases the proportion of freely accessible public green space"; and
- the draft Island Plan 2022-25 should be further amended in such respects as may be necessary consequent upon the adoption of paragraph (a).

THE STATES are asked to decide whether they are of opinion
to approve, in accordance with Article 3(1) of the Planning and Building (Jersey) Law 2002, as amended by the Covid-19 (Island Plan) (Jersey) Regulations 2021, the draft Island Plan 2022-25, except that –

REPORT
The purpose behind this amendment is to allow a degree of flexibility in any development opportunities at Springfield Stadium site ("the site"). Consideration can then be given, for example, to removing redundant walkways to utilise the open space more constructively i.e. as more useful green space for activities.
Concerns were raised following OQ.36/2021, in relation to planning application (P.2020/1263) regarding any loss of public amenity space in Springfield Park (as referenced in the OQ). The Assistant Minister for Economic Development, Tourism, Sport and Culture confirmed that he "was willing to make sure that there was not a loss of space and to adjust the plans to prevent the matter requiring a States debate as had his predecessor" and this amendment sits comfortably alongside that guarantee.
Any potential development of this site would seek to upgrade and enhance the existing sport and community facilities which aligns with a further comment in the above OQ by the Assistant Minister for Economic Development, Tourism, Sport and Culture " - we are trying to make Springfield both a community centre as well as a sports centre."
The benefits of redeveloping the site cannot be understated particularly in the light of the upsurge in Sports Tourism. With improved facilities Jersey can establish itself as a destination for active breaks and sports tours.

This amendment has been assessed in relation to the Bridging Island Plan CRIA. The amended clauses are positive to all relevant articles of the United Nations Convention on the Rights of the Child, as the amendment seeks to improve access to education, play and wellbeing for children.
