THE STATES, adopting a proposition of the Minister for External Relations and Financial Services, agreed that the Assembly would consider the report of the Minister entitled External Relations Common Policy Report' (R.124/2022) as the last item of public business at the meeting.
Minimum Wage: Alignment with the Living Wage P.78/2022
THE STATES commenced consideration of a proposition of Deputy Samuel Yves Mézec of St. Helier South entitled Minimum Wage: Alignment with the Living Wage' (P.78/2022) and, adopting an amendment of the Council of Ministers, agreed that –
for the words "to agree in principle that the Minimum Wage should align with the Living Wage, and to give effect to this" there should be substituted the following words –
"(a) to agree in principle that, following any adoption by the States Assembly of a statutory basis for a Living Wage in Jersey, the Minimum Wage should align with the Living Wage; and";
for the existing paragraph (a) there should be substituted the following paragraph –
"(b) to endorse the instructions given by the Minister for Social Security to the Employment
Forum to consider whether, by October 2022, the level of the minimum wage should be lifted to the hourly rate of £10;"; and
for the existing paragraph (b) there should be substituted the following paragraph –
"(c) to request that the Minister for Social Security, further to the Act of the States dated 26th
November 2021 (in which P.98/2021 (as amended) was adopted), ensures that all investigations, including consultation and engagement with the Employment Forum, in relation to the feasibility of devising a scheme to be brought to the States to convert the Minimum Wage over time to a Living Wage, including any legislative changes that may be necessary, be completed and presented to the States Assembly by end of December 2023."
THE STATES, adopting the proposition of Deputy Samuel Yves Mézec of St. Helier South , as amended,
- agreed in principle that, following any adoption by the States Assembly of a statutory basis for a Living Wage in Jersey, the Minimum Wage should align with the Living Wage;
- endorsed the instructions given by the Minister for Social Security to the Employment Forum to consider whether, by October 2022, the level of the minimum wage should be lifted to the hourly rate of £10; and
- requested that the Minister for Social Security, further to the Act of the States dated 26th November 2021 (in which P.98/2021 (as amended) was adopted), ensured that all investigations, including consultation and engagement with the Employment Forum, in relation to the feasibility of devising a scheme to be brought to the States to convert the Minimum Wage over time to a Living Wage, including any legislative changes that may be necessary, be completed and presented to the States Assembly by end of December 2023.

THE STATES commenced consideration of a proposition of the Council of Ministers entitled Mini- Budget 2022' (P.80/2022) and rejected an amendment of Deputy Samuel Yves Mézec of St. Helier South (P.80/2022 Amd.(4)) that a new paragraph (b) should be inserted as follows and the remaining paragraphs re-designated accordingly –
"(b) that, in principle, from the year of assessment 2023 the 20% personal income tax rate should no
longer be available (except for High Value Residents, for whom no change is proposed), and personal income tax should instead be charged at a rate of 25% (with all personal income taxpayers being entitled to the allowances and reliefs which are available to marginal rate taxpayers when calculating the amount of income taxable at the rate of 25%), with the Minister for Treasury and Resources directed to bring forward the necessary legislative changes for debate by the Assembly during 2022;".

THE STATES, resuming consideration of the proposition of the Council of Ministers, commenced consideration of an amendment of Deputy Thomas Antony Coles of St. Helier South (P.80/2022 Amd.(6)) and the Deputy Bailiff , in accordance with Standing Order 167, ruled that, for the purpose of the debate on the amendment, the reference in the wording of the amendment to "wage" should be taken to mean "income".

"(d) increasing the current income threshold for access to the Community Cost Bonus to include all
those households that did not have a combined a tax liability of more than £2,735 for the previous year;"
(e) extending the deadline by which applicants must apply for the Community Cost Bonus to no later than six months after the year end to which the application relates, and correspondingly reducing the maximum late application extension to 1 month;"
