REPORT

Amendment 1

This  is  self-explanatory.  The  States  agreed  to  the  scrutiny  of  the  Williamson Implementation  Plan  under  the  heading  of:  "A  Review  of  the  Co-ordination  of Services for Vulnerable Children". Its findings could well affect how Williamson is implemented and the issue of which parts should be implemented.

Amendment 2

Rebuilding  relevant  services  will  require  a  transformation  of  how  services  are delivered and how clients and stakeholders such as families are involved. While it is important that a positive culture is developed and maintained, there will be times when service users and staff will need to confront issues and be confident that they can express their views and complaints without fear of retribution.

Amendment 3

Jersey is locked into a model of G.P. care which has served the Island well, but which needs reform if the ideal of prevention is to be realised. Walk-in services would break down barriers which inhibit people from visiting G.P.s and would, with or through Group Practices, ensure services like testing were easily available. It is not only a question of "maintaining" a healthy lifestyle. For many residents, a multi-faceted approach is required to educate and promote a healthy lifestyle.

Financial and manpower implications

At the moment there are no financial or manpower implications, but much will depend on whether it is possible to reprioritise services at the Annual Business Plan stage so that there is a neutral resource outcome.
