Sanctions and Asset-Freezing (Implementation of External Sanctions – Syria) (Jersey) Amendment Order 2025.
Minister for External Relations.
This Order amends the Sanctions and Asset-Freezing (Implementation of External Sanctions) (Jersey) Order 2021 (the "Sanctions Order"), to implement further changes in UK sanctions in relation to Syria. The changes in UK sanctions are made by the Syria (Sanctions) (EU Exit) (Amendment) Regulations 2025 (the "UK amendment Regulations"), which come into force on 25th April 2025.
A person commits an offence if they breach a provision of the UK's Syria (Sanctions) (EU Exit) Regulations 2019 (the "UK Syria Regulations") that is listed in Schedule 1 to the Sanctions Order.
The UK amendment Regulations remove sanctions from the UK Syria Regulations relating to investment, financial services and financial markets, aircraft, trade (including in relation to the export and import of crude oil and petroleum products), bank notes and coinage and the export of goods relating to electricity production. This Order removes the corresponding provisions from Schedule 1 to the Sanctions Order, and makes an amendment to Schedule 3 to the Sanctions Order in relation to aircraft sanctions.
This Order comes into force on 25th April 2025.
The Order was made on 24th April 2025 and came into force on 25th April 2025.
Income Support (General Provisions) (Jersey) Amendment Order 2025. Minister for Social Security.
This Order amends the Income Support (General Provisions) (Jersey) Order 2008 (the "principal Order"). In relation to the determination of who is to be treated as being a member of the same household, references to "persons in an interdependent relationship" are replaced with the term "partners". The existing procedure under the principal Order for making a claim for income support or a special payment, and the information to be provided in support of the claim, is replaced with new powers for the Minister for Social Security (the "Minister"), or a determining officer, to require a claimant to provide specified certificates, documents or other information in support of their claim.
Article 1 states that this Order amends the principal Order. Article 2 inserts a definition.
Article 3 replaces references to "interdependent relationship" with "partners" being 2 people in a relationship in which it reasonably appears that they lead their lives as an economic or domestic unit. This Article also replaces former Article 5(5)(b) relating to the determination of whether a relationship is a conjugal one with a determination of whether the people are committed to each other emotionally.
Article 4 makes a minor amendment consequential on the substitution of Articles 6, 7 and 8 of the principal Order.
Article 5 substitutes Articles 6, 7 and 8 of the principal Order (the "substituted Articles"). Schedule 1 to the principal Order sets out prescriptive lists of information to be provided in support of a claim for income support or for a special payment. The effect of the substituted Articles is to replace Schedule 1 to the principal Order with a more flexible approach that leaves it to –
• the Minister or determining officer to specify the information (which includes certificates and documents) that is required for the purposes of making a claim for income support;
• the determining officer whether to require certain members of a claimant's household to attend at an office and provide information if directed to do so.
The opportunity is also taken to update the substituted Articles in line with current drafting practice.
Articles 6, 7 and 8 make minor amendments consequential on the substituted Articles. Article 8 also corrects an omitted word.
Article 9 makes amendments consequential on the substitution of Article 8 of the principal Order and takes the opportunity to update Article 13C of the principal Order in line with current drafting practice.
Article 10 deletes Schedule 1 to the principal Order because of the effect of the substituted Articles.
Article 11 gives the title by which this Order may be cited and provides for it to come into force on 12th May 2025.
The Order was made on 30th April 2025 and came into force on 12th May 2025.

"In relation to incidents of assault on Health and Care Jersey staff, will the Minister state, for each of the last five years –
- the number of verbal assaults;
- the number of physical assaults;
- the number of racially-motivated assaults; and
- how many assaults resulted in a prosecution, and, of those, how many led to a conviction?"

"Will the Minister advise whether any consideration has been given to confiscating and destroying the vehicles of those convicted of speeding offences and, if so, will she explain how this would be implemented; and if none, will she explain why not?"
- The Minister for Treasury and Resources tabled an answer on 23rd April 2025 to the following question asked by Deputy M.B. Andrews of St. Helier North –
"Will the Minister provide details of any outstanding debt owed by Andium Homes and advise what assessment, if any, has been undertaken of the reduction in rental income which Andium Homes could sustain and yet remain economically viable; and if no such assessment has been undertaken, will she explain why not?"
- The Minister for Health and Social Services tabled an answer on 23rd April 2025 to the following question asked by Deputy L.K.F. Stephenson of St. Mary , St. Ouen and St. Peter –
"In relation to intrauterine insemination (IUI) treatment, will the Minister advise –
- the processes and pathways for accessing both public and private treatment;
- the treatment costs for private patients, including pharmacy costs;
- the current waiting times, for both public and private treatment;
- how many Health and Care Jersey staff are currently qualified to carry out IUI treatment; and
- how many cycles of IUI were carried out in each of the years 2022, 2023, 2024 and so far in 2025, broken down by year into publicly-funded and private cycles;
and will he also provide any policy documents that detail the qualification criteria for publicly-funded treatment?"
- The Minister for Social Security tabled an answer on 23rd April 2025 to the following question asked by Deputy L.K.F. Stephenson of St. Mary , St. Ouen and St. Peter –
"Will the Minister advise what plans exist, if any, to review the gluten-free subsidy scheme, and will she –
- state how many individuals received vouchers in 2023, 2024 and to date in 2025;
- state the total amount paid out under the scheme in 2023, 2024 and so far in 2025; and
- advise when the effectiveness of the scheme and the appropriateness of the level of subsidy provided were last reviewed?"

"Will the Minister advise the total amount of money currently owed to the Treasury, indicating the amount owed for three years or more, and will she detail what plans, if any, she has for using debt payments to restore the Stabilisation Fund, and if no such plans exist, explain why not?"

- publish figures for the last 5 academic years, including 2025, showing the number of students who did not receive a place at their first-choice secondary school;

- for each school, provide the current total number of students and, if any schools are at capacity, advise whether the option to increase student numbers has been considered?"

"Regarding the prescription of opioids and cannabis based medicinal products, will the Minister state –
- the total amount that has been dispensed annually for each of the past 5 years (since the introduction of prescriptions for cannabis-based medicinal products);
- how many of the above are repeat prescriptions for patients that have been taking the drug for a period longer than one year; and
- how many people have received repeat prescriptions for opioids for periods longer than 5 years and 10 years?"
- The Minister for Infrastructure tabled an answer on 6th May 2025 to the following question asked by Deputy D.J. Warr of St. Helier South –
"Will the Minister explain why a phased approach, as previously proposed by the Future Fort programme, is not being undertaken for the delivery of the new plans to redevelop Fort Regent and what research, if any, has been undertaken to establish that a complete closure is the better option?"
- The Minister for Infrastructure tabled an answer on 6th May 2025 to the following question asked by Deputy D.J. Warr of St. Helier South –
"Further to his statement in May 2024, in which the Minister stated that development plans for Fort Regent were expected to cost in excess of £80 million, will the Minister explain the uplift in expected cost to £110 million (included in the recently published proposals) and will he also confirm the proposed source of funding for this project?"

In accordance with Standing Order 104A, a time limit of 15 minutes applies to speeches made during debate, unless discretion has been exercised to allow for a longer, or shorter, time limit. No time limit applies to either speech made by the proposer.
