Regulation of Care (2025 Fees) (Jersey) Amendment Order 2024. Minister for the Environment.
This Order amends the Regulation of Care (Fees) (Jersey) Order 2022.
The amendments increase by 2.5% –
• the fee payable for an application for registration as a provider or manager of a regulated activity;
• the annual fee payable by a registered provider of a regulated activity;
• the fee payable for a copy of an entry in the register of registered persons;
• the fee payable for the issue of a replacement certificate to a registered provider;
• the surcharge payable for non-payment of an annual fee by the deadline (31 January); and
• the fee payable for an application to vary a condition.
The fees and surcharge were last increased with effect from 1 January 2024.
The Order was made on 13 November 2024 and comes into force on 1 January 2025.
Income Tax Law (Jersey) Amendment Order 2024. Minister for Treasury and Resources.
This Order amends Schedules 5 and 6 to the Income Tax (Jersey) Law 1961 to remove transitional provisions that are no longer required. The Order comes into force 7 days after it is made.
The Order was made on 15 November 2024 and came into force on 22 November 2024.

The Home Affairs (Fire and Rescue and Petroleum – 2025 Fees) (Jersey) Amendment Order 2024 increases the fees payable under the following Orders, by between 1.9% and 2.5% –
- the Fire Precautions (Fees) (Jersey) Order 2010;
- the Fire and Rescue Service (Charges) (Jersey) Order 2012; and
- the Petroleum (Licensing) (Fees) (Jersey) Order 2012.
These fees were last increased with effect from 1 January 2024.
The Order was made on 18 November 2024 and comes into force on 1 January 2025.
Road Traffic (Speed Limits) (Jersey) Amendment No. 3 Order 2024.

This Order amends the Road Traffic (Speed Limits) (Jersey) Order 2003 (the "Speed Limits Order").
A new provision is inserted that applies if legislation amending the Speed Limits Order to impose a speed limit on a road –
• is made; but
• is not in force.
The provision allows a traffic sign for the speed limit to be placed starting on (at least) the 7th day after the amendment legislation is made but no earlier than the 21st day before the amendment legislation comes into force. Placing the traffic sign imposes the speed limit early, before the amendment legislation itself imposes the speed limit.
The Schedules are amended to reduce speed limits on roads, or parts of roads, in St. Brelade , St. John and St. Lawrence .
In St. Brelade , the speed limits on the following roads are reduced from 40 mph to 30 mph –
• La Montée du Sud Access Road (or La Pulente slipway);
• La Route de la Pulente (from a point 140 metres north of La Montée du Sud Access Road (or La Pulente slipway) to Le Mont de la Pulente);
• the rest of La Rue de la Sergenté;
• Le Mont de la Pulente.
In St. John –
• the speed limit on the following road is reduced from 40 mph to 30 mph –
o La Rue de Sorel (from La Rue du Grand Mourier to Sorel Point);
• the speed limits on the following roads are reduced from 40 mph to 20 mph –
- La Rue de l'Etocquet (from a point 272 metres west of La Rue du Cimetière to La Route du Nord);
- La Rue de la Ville Guyon;
- the rest of La Rue des Servais;
- part of La Rue du Temple;
- Le Clos de L'École;
- Le Pré des Chênes;
- Les Charrières de Bonne Nuit (from Les Nouvelles Charrières de Bonne Nuit for 153 metres in a northerly and then westerly direction);

Long-Term Care (Benefits) (Jersey) Amendment Order 2024. Minister for Social Security.
This Order amends the Long-Term Care (Benefits) (Jersey) Order 2014 (the "2014 Order") to increase by approximately 6.4% –
• the rates of long-term care benefit for weekly standard care costs (specified in Article 8 of the 2014 Order) (Article 2);
• the amounts that a person must pay towards the weekly costs of living in an approved home and for incidental expenses (specified in Article 9 of the 2014 Order) (Article 3);
• the amounts that a person must pay towards their standard care costs before they qualify to receive a long-term care benefit for standard care costs (specified in Article 10 of the 2014 Order) (Article 4);
• the amount that may be loaned to a person to enable them to pay the costs of living in an approved home (specified in Article 12 of the 2014 Order) (Article 5).
These rates and amounts were last increased with effect from 1 January 2024.
The Order was made on 20 November 2024 and comes into force on 1 January 2025.
Long-Term Care Services (Health and Social Services Charges) (Jersey) Amendment Order 2024. Minister for Health and Social Services.
This Order amends the Long-Term Care Services (Health and Social Services Charges) (Jersey) Order 2014 to increase, by approximately 6.4%, the charges specified in that Order for care services provided in a care home or group home. These charges were last increased with effect from 1 January 2024.
The charges specified for each level of long-term care services have been calculated as follows:
rate for long-term care benefit for the equivalent level of standard care +
amount that a person must pay towards the weekly costs of living in an approved home, excluding incidental expenses.
The rate for long-term care benefit is prescribed in Article 8 of the Long-Term Care (Benefits) (Jersey) Order 2014 (the "Benefits Order"), and the amount that a person must pay towards the weekly costs of living in an approved home are prescribed in Article 9(c) of the Benefits Order, and both are to be increased for 2025.
The Order was made on 20 November 2024 and comes into force on 1 January 2025.
States of Jersey (Proper Address for Ministers) Order 2024. Chief Minister.
This Order provides that the proper address for service of documents on a Minister is the address of the new office building in Union Street, St. Helier , where the Ministerial Offices will be located from 9 December 2024. The Order also repeals the States of Jersey (Proper Address for Ministers) (Jersey) Order 2019, which contains the previous address, and makes a consequential amendment to the Petty Debts Court Rules 2018.
